[PASSED][GA] Right to Adequate Sanitation

    The World Assembly,

    UNDERSTANDING that sanitation is vital to the health and well-being of all people, and that when neglected, is a detriment to human life and may result in widespread outbreaks of disease,

    BELIEVING that it is the duty of both member nations and the World Assembly to see that measures towards ensuring adequate sanitation are achieved,

    FURTHER BELIEVING that it is a right of all people to equitable access to sanitation,

    Hereby,

    EXPANDS the mandate of the World Health Authority (WHA) to include the following:
    a) Directing all appropriate funds towards investigating the causes of poor sanitation in member nations, researching solutions, and utilizing all appropriate resources to assist member nations in dealing with poor sanitary conditions and the consequences thereof,
    b) Sharing all research and relevant information with member nations in an effort to mitigate the causes of poor sanitation,
    c) Advising member nations based on the aforementioned research measures,
    d) Funding and directing education measures, in coordination with the governments of member nations and other relevant institutions that promote improving sanitation;

    REQUIRES that member nations shall take all measures practical, reasonable and necessary in providing a safe level of sanitation for their inhabitants, including but not limited to, constructing adequate solid waste management systems and ensuring access to public sanitation facilities;

    MANDATES that all member nations must freely provide educational material on the importance of sanitation;

    ENCOURAGES member nations to work cooperatively with both one another and non-member nations to improve regional access to sanitation, the quality of sanitation, and other objectives regarding improved sanitation;

    REQUESTS that member nations offer incentives for innovations and solutions to solve sanitation problems, and;

    STRONGLY URGES member nations to set prices for publicly sponsored sanitation operations in such a manner so as to make them as affordable as feasible.

    This resolution includes significant contributions made by Sciongrad.

  • Isn't it in a nation's own best interest to develop adequate sanitation if it is able to? And if it unable to, then what? Where does the funding for the World Health Authority to expand its scope come from? Why should other states have to even fund such a bureaucracy?

  • Within the scope of NS I've noticed that the attitude of "State Supremacy" has come to the fore much as it did in the United States in the last century (citing the Tenth Amendment). The WA as an organisation exists to ensure the best quality of living for all of its member states and when they joined up they undertook to complying with ALL legislation the overarching body creates and enforces.

    To those who complain about restrictive WA legislation, the answer would appear to be a simple one - don't join the WA. If your national sovereignty is that important to you, why do you join a sovereignty-pooling organisation such as the WA? I'm sure there's arguments for the regional strength that requires WA members etc, but honestly the amount of Repeals I see simply because (although not often marketed as such) people don't like having their legislative ability compromised, as they see it, by extra-national legislation.

    My real concern here is that the collective judgement of hundreds of thousands of nations is often going to be significantly better than the judgement of a single individual in control of a single nation. Whereas a multiplicity is required to understand all aspects of the legislation it debates, as well as the far-reaching effects, it also has the ability to see without the cloud of national ties; I'd argue it is these ties to an individual nation that makes economic forces the driving factor in the decision-making process of many leaders on NS. To reach the logical conclusion of my argument, all I need say is that economic driving forces lead to bad decisions that favour big business and high productivity at the expense of working and living standards, pay, health-care, sanitation and all manner of smaller things that are important in the day-to-day lives of citizens.

    What this boils down to is that people in the WA spend far too much time producing Repeal bills to stop the organisation doing what it's intended to do - make objective legislation that is in the interests of the general population of the world, irrespective of nationality and ideology.

  • For reference, other than for gameplay purposes on military puppets I am not a member of the WA. However, I still have the right as a Citizen of the region to express my views on WA proposals and to vote on them, and that is my view on this sort of legislation.

    Also, I patently disagree with the idea that a majority will automatically know what's best on proposals than any one nation. I could point to the recent passage of Liberate St Abbaddon, a proposal written and supported by the groups that invaded it and had no native support as an instance where this shows. In fact, often nations that don't know better or haven't properly researched an issue will vote on it because it sounds nice when read, or even because it has a nice title. In my opinion, one of the failures of democracy in general is that it generally leads to an uninformed, complacent, gullible population that votes for things because they sound nice, or votes against them because they sound bad.

    We see it all the time in the World Assembly, and I personally feel that national sovereignty is a preferable alternative than a WA driven by a blind, deaf majority. But again, other than military gameplay I don't actually involve myself in the World Assembly myself.
