1. Title
  1.1 This shall be titled the Charax Romanov Act

2. Honorary Citizenship
2.2 The Ex-Crown Prince and Jarl of Foreign Affairs Charax Romanov shall be granted Honorary
     Citizenship.

3. Commendation
  3.1 Charax shall receive the Commendation of Wintreath for the following
    3.1.1 Running the Foreign Affairs Department.
    3.1.2 Being a major Contributor to the Fundamental Laws
    3.1.3 Being the first Crown Prince of Wintreath

4. Holiday
  4.1 Upon, October 21 The Festival of Charax shall begin. The festival is to celebrate Charax’s Contribution
       to Wintreath.
  4.2 Upon a week prior to the date of the Festival, planning must begin by the Ministry of Culture, if
       planning has not already begun. The Ministry must allow members of the Riksrad and the Royal Family
       to suggest and help plan the Festival.
  4.3 The Ministry of Culture is mainly responsible for the execution and planning of the festival.

I am re-introducing this for an override of the overhusen's veto. However this shall go into a 48 hour debate period as per the procedural rules.

Well I do suggest taking out sections 4.2 and 4.3. I had the same opinions about those sections as the Overhusen members when this was initially introduced.

Alright, but then it would be a re-proposal and it can't really be overridden. It has to be overriden in the forum that it was passed in....well it's assumed that way(but isn't directly stated)..wait if it is assumed, it can be assumed it doesn't meaning I can edit it....

In all honesty, "Monarch or his delegate" is a hugely roundabout method to achieve what can be done with the words "X (or the appropriate) Ministry", which also has the added benefit of separating powers. Which is important.

1. The ministries are NOT solid institutions like the Storting; they can be very easily altered and destroyed as the Fundamental Laws do say that the Monarch has all executive powers vested in him and with that the power to delegate them. It's a lot safer to simply state the "Monarch or his delegate" as a ministry a piece of legislation may refer to may not exist later on in the future.

2. There is no separation of powers going either way; the Monarch still has all executive powers vested in him.

II. The Monarchy
1. All Executive authorities and duties shall be vested in the Monarch of Wintreath.

2. The Monarch shall have the authority to delegate Executive powers and duties to subordinate officials and to create subordinate offices at his or her discretion.

I also further motion to amend the bill by striking out sections 4.2 and 4.3.

I think we're required to wait on Chanku's response to the first motion, in that case.

I'm not sure if I'm actually allowed to edit any sections(or remove them) as this is only for overridding.

It is simply a bill and we can amend it, and it's purpose for the reintroduction, if we wish to.
