Recruit Page Improvements and Fixes

I've fixed a bug that prevented the region filter from being as effective as it could be. I also added a nation name filter. As of now, the recruiter script will not pick up nations that include the text " nazi ", including spaces. This filter is case insensitive, so it will also filter out " Nazi ".

Site Header Improvements

I did some work to make the top image and menus more functional on lower-resolution screens. The banner image will now adjust to the size of the screen instead of remaining the same size across all resolutions. All, I reworked the two menus so that they should appear below the menu header regardless of resolution.

Please note that these fixes are geared toward lower-resolution computer screens. Your mileage on mobile devices may vary and I still recommend you use the Tapatalk app on those instead.

It's been awhile in coming, but we finally have a mentions system!

The way that it works is that you tag someone with the @ symbol...for example, @Wintermoot. When you make the post, they will receive a PM (and an email if they've opted to get emails when they're PMed) and the mention will be listed on the news feed page (wintreath.com if you're logged in). I hope this will make it easier to notify people that their attention is needed on the forums, especially for RPGs and forum games.

Excellent addition! I love the mention systems used on the XenForo layout and it's great to see this ported or created here on SMF I'd rather an alerts box (perhaps a section next to the drop down at the top right that pops up a red number and links you to the mention etc etc) than a PM but whatever works works!

SMF 2.1 is supposed to have an alerts system, but its development is going so slowly I'm not sure when it'll be out. Then again, it's supposed to have a notifications system, so I may go ahead and develop that anyway someday.

Also, I'm not sure if this is intentional but I've noticed that the banner doesn't always link back to the forum index - sometimes, depending what page you're on when you click it, you get sent to the website front page. I've noticed it from within the user CP and whilst viewing my own profile, if that helps.

If you're on a forum page, the link will go back to the forum...if you're on a main website page it'll go back to the site index (the newsfeed). Profiles are counted as part of the main website, so it isn't a bug. It's hard to know what to set the link to, because I imagine as the news feed is developed more people will want to go to it than the forum index. I may eventually make an option so you can specify where it takes you.
