I think this is a good idea. Just repealing the act is a good start, but leaves open some questions.
The exact number of Skrifa shall be determined by the Underhusen prior to Underhusen elections opening. Should the number of candidates not exceed the determined number of Skrifa, all candidates shall be considered elected by default.
Since the Underhusen is ultimately responsible for selecting the number of Skrifa, a lack of a seating bill brings about some constitutional questions. If no seating bill is passed before the election, what happens to the number of seats?
Passing an amendment to replace the way that number is selected, per Michi's quoted amendment c. 2015, would be an amendment to the Fundamental Laws, which would require the consent of the Overhusen and a supermajority of citizens. If we wanted to install referendums for that purpose, there would need to be a referendum before there can even be referendums.
At that point we may as well just add on an amendment to reduce the number of Skrifa to one or zero!
I support the bill for now so we can leave the issue blank, and propose we get back to it later.
