Currently, we are waiting for EssentialsX to support 1.14 before upgrading the server. While it was suggested that the current version might work with some errors, I found in testing that it not only produced many errors but made the server laggy to the point of being unplayable. Therefore, I reverted back to 1.13.2 and upgraded mods that were available.

At the moment, it seems like 1.14 is going to be laggy to the point of being unplayable no matter what, sadly.

We had the same issue with 1.13 for a long time, but eventually it just worked. That might be the case here as well.
