The more I think about this, the less accurate it feels.
While I feel like Finglas would likely be considered primus inter pares by a majority of wealthy would-be Lords, it's by no means a totally cohesive group. The objective (allow for wealthy families to acquire noble titles in some fashion, probably by grant for the group securing this concession and purchase for future individuals) would be in common, but their methods would likely differ. Besides which it would be fairly difficult to coordinate such a thing anyway - the merchant houses would generally be coastal, and Wintreath is pretty huge! So they'd sort of pursue their common goals by themselves, maybe nominally throwing in with the United Free Cities as a political group but not really pooling forces together beyond acting as a bloc which can collectively threaten to withhold/withdraw financing - which would be quite the problem for anybody looking to get into the hideously expensive business of prosecuting a war.

I've had Finglas being unaware on the grounds that every noble in Wintreath is probably painfully aware of exactly what kind of pretext this gives him, and is thus keeping the information from getting to him.
Of course, this will have the delicious side effect of letting him go 'they wouldn't even let me know my liege-lord died so I could go pay my respects, this is how untrustworthy the nobility are, rise up common folk'.
Pretext. Gotta manufacture pretext if we're gonna have a civil war.
