FAILED (2-2-0) Crush's Citizenship Requirements Exception Amendment Act

    1. This act shall be cited as the Citizenship Requirements Exception Amendment Act.

    Amendment
    2. A section shall be added to the Citizenship and Demonym Act below section 2.1, numbered 2.2. The section shall read as follows:

    2.2 The Storting reserves the authority to make any citizen exempt from Section 2.1 of this act, due to an extended leave of absence from NationStates for extraordinary reasons. An exemption may last for no longer than one year. Any citizen with an exception under this section shall be required to return to compliance with Section 2.1 of this act within a week of their return. In order for an exemption to be granted, the Citizen must: have an intent to return to Wintreath and be in good standing within the community. A citizen's compliance with these requirements will be determined by the Storting.
    3. All other sections shall be renumbered accordingly.
    Peers (myself, @Wintermoot, @Aragonn, and yes even @Laurentus) may now vote Aye, Nay, or may Abstain from voting.

    I still want to know how "good standing" is defined. It should probably be in the act itself, but by now, so much time has been spent on this that I'd probably vote aye once that is made clear. So @Crushita, as the author of this amended act, would you care to tell us how this is defined?

    I don't like how the qualifications are not listed out for people to see and instead are left up to the discretion of the Storting.

    I just think this thing is being lawyered to death. At the end of the day if we're doing this as an honour, the question of who is deserving of it is always going to be subjective and thus have to be at the discretion of someone. We don't have specific requirements or qualifications to be commended or to become a Paragon, I'm not sure it's required here either.

    I wonder if we'd just be better off just passing the exemption for AJ specifically. We already know the Storting has the right to grant an exemption as an extension of its right to determine Citizenship law in general, so this act mostly just confirms what we already know and adds some self-imposed restrictions to that right. I don't have a problem with having that confirmation and procedure, but if we can't come together on what it should be in this case it may be counter-productive.

  • A case-by-case system is a lot nicer, but I really don't like the idea of it being left up to the Storting, instead of the monarch. Viewpoints will never be consistent.

    On the whole, however, I too believe it would be more productive just to state that this exemption applies specifically to AJ for now.

    I don't see an issue with the Storting making decisions, it already does for a lot of other aspects of the region.

    However, since we have a split vote, this act has FAILED the Overhusen vote as it has not reached majority vote approval, so it's now back to the Underhusen to decide what next steps to take.
