In what way does allowing people to hunt improve the environmental conditions?!?!?!?

Allowing people to hunt directly contributes BILLIONS OF DOLLARS to conservation. This is to be taken as fact since Sec. Zinke says so. So go out and buy more guns and ammo!
The article starts off saying continuing his unyielding support for hunting, fishing, and the American conservation ethic..., how has he supported the latter?
By implementing policies that allow more hunters to, well, hunt more, he is then bringing more BILLIONS OF DOLLARS directly to conservation. Trust me.
All joking aside, I believe the intent of the Council is that because hunters and fishers know and care about conservation since they're out in the wild a lot (which is actually most likely true), implementing policies that align with their ideals will be good for the environment. Of course Zinke is the kind of guy who only cares about the $$$, so he tries to make it out to seem like hunting and fishing directly generates a lot of money for conservation, which it just doesn't. It generates a lot of money for the gun industry and firearm lobby groups (like the NRA), who then give it to certain members of Congress (usually Republicans). You also gotta appeal to the
tens of millions of potential voters who hunt and fish and make it seem like you're on their side. But there is definitely a link between hunters and fishers and conservation -- sadly, Zinke seems to be doing what he can to corrupt it for personal gain.
