Neither the right place nor right time. I can't just tell at Julio when I'm not anywhere near the Warp core.

Tactical Officer would be control of ship weapons systems and personnel, whereas the Security Chief and the Security Officer control the two shipboard security departments, one naval and one under military command.  I'm not sure which one wants which role though, so I left that deliberately ambiguous. 

Tl;dr: Tactical is ship's weapons, security officers control two staffs, one military & one naval.
