Title
1. This bill shall be titled The Procedural Rules of the Underhusen Amendment XV.

Amendments
2. Section 4(a) and (b) shall be added to The Procedural Rules of the Underhusen Act and shall read:
4 (a) Upon creation of a voting thread for any legislation in the Underhusen, all current Skrifa other than the Speaker or Speaker pro tempore or the temporary Speaker pro tempore who posted the thread must be mentioned in the same post that opened the vote.

4 (b) Members of the Skrifa may inform the Speaker if they wish not to be mentioned and shall be exempt from this rule. However, the Speaker must be informed in a publicly available manner for the protection of the Speaker and the members of the Skrifa.

How is this?

Well, there were some good points made in the citizens' platform about how this would probably be better as just a suggested thing... plus, someone else could always mention everyone if the speaker didn't.

My thoughts are simple.

What downside is there? The only real objections I see are that people think this is bureaucracy. It is, true, but it serves a purpose, making the jobs of the Skrifa easier. However, I would like to know the opinions and how all members intend to vote before proceeding now.

Personally I echo many of the sentiments expressed by the citizenry, further there is a potential constitutional issue of requiring speech, which may violate the rights of the Speaker...

With the motion to table having been seconded it requires it to be seconded by the majority of Skrifa, aside from the Speaker. As such I am requesting the last two Skrifa to either declare their intent to second or not to do so.

According to a literal reading of the Procedural Rules, I'm not allowed to declare the outcome yet, however I don't think anyone will have issues with me saying this motion has passed and this is now tabled. (I will be leaving it open if someone wishes to object for a few days)
