    Huh, I hadn't even noticed that. So basically, Chanku's act has an essentially unachievable activity requirement that has... zero perks to just keeping your citizenship revoked?

    Well yes and no.  Really in this act (Chanku's, I mean), a Restricted Citizen is nothing more than a Former Citizen...just a different term.  Which begs the question of why even bother talking about "Restricted" citizens if that's just a shiny new title that has all the bells and whistles of a Former Citizen?

  • And in the end, this is the way I'm looking at the whole picture here:

    By regional law, we already demand that new members have a post count requirement to even become a citizen.  Regardless of how little that post count is, the point is we're telling them they have to post a bit before they can even become a citizen.

    My proposal is to change the makeup a bit.  Keep the post requirement to become a citizen, but make the first few months a probationary period per say.  Citizens that fall in this period would keep their nations active, make the required monthly posts...whatever requirement is thrown out there that helps gauge activity and helps make sure members stay active.  As they're still citizens regardless of the probationary period, they'd still retain all rights to all access of the forums (Barring the regularly private areas of course) and likewise would still be eligible to vote, take place in elections, and any aspect of government.

    Once they've made it beyond their probationary period (which I'd say would be between 3-5 months.  Something of length, but nothing so unrealistic that only a select few could ever get it), they'd be considered full fledged citizens, or whatever we choose to call them once they hit this new rank.  Since they've met the requirements each month, they'd have earned the right to permanent residency.  Or, to strike a compromise, the requirements for full fledged citizens would be a bit more relaxed...for example, their nation can CTE without worry, and instead of a post per month requirement, there can be more flexibility there be it less posts per month, extend it to every 2 months, or something of the like.  The point being that since they've more than proved themselves in that probationary period, there's more flexibility and more leniency before revoking their citizenship.

    That way, Paragon status can keep its main form, and likewise this new class would have a little more wiggle room to work with since they've shown that they've earned that flexibility.

  • Actually there is one perk, you can vote in regional elections.

    Also this does not violate the Fundamental laws as Article V section 7 guarantees the right to stand for elections, in which they qualify. To quote:

    7. Citizens shall have the right to stand for any elected government offices for which they qualify and to vote in any regional elections.
    (Emphasis mine)

    So it states that those with Restricted Citizenship status just aren't eligible for Citizenship. Also those with Restricted Citizenship also have most of the rights of a full citizen, just not allowed to hold elected office. I'm willing to lower a post requirement to about 3 posts a day on average or something like that.

  • I'm confused, how is one a "restricted" citizen?  You state that they aren't eligible for citizenship, so is this replacing former citizens? Or giving a new class to people whose citizenships were revoked?  I need some clarification here...especially since everyone should always have the chance to be eligible at some point.

  • Restricted Citizens are for those that had citizenship at one point, but let their nation CtE, but they meet the requirements to gain, and hold, the status.if you fail to meet the requirements or have the status revoked, then they become former citizens.

    Also those with restricted citizenship can only regain full citizenship by returning their citizenship nation to wintreath/reviving it and informing the person in charge of enforcing the Citizenship requirements. Failing that they need to let their status lapse, or request it be revoked (and have it revoked) and then rr-apply for citizenship

  • You can get around it by making them Wintreath nationals, rather than restricted citizens.  The rights of citizens do not technically apply to nationals ;)

  • I'm not sure that there's much left to say on this topic. It seems to me that the Underhusen should consider either Hannah's original proposal or one of the others and go from there. It would be nice to have a resolution on this before the next Citizenship check.
