In all its simplicity this would be a Jarl who's fields of focus could be:

• Managing the Keepers of the Call
• Maintaining records of citizens
• Granting citizenships
• Revocation of citizenships

Opportunity for further reorganization is also present, especially with the plausible overlaps with the Jarl of Integration. This could in fact as easily be a suggestion to expand that position, but I wanted to start with the big picture so we don't miss anything while working our way to the details.

The name is blunt in order to convey the core idea as clearly as possibly at this point.

This is currently a field where Wintermoot carries most of the weight. With the added effort of a dedicated Jarl we could not only lighten his burden but also benefit the community in general by giving the field spotlight attention.

I'm especially hoping that @Wintermoot comments on the practical side of things. What related tasks could be trusted to a Jarl and/or a Thane, if any?

Wouldn't it make sense to put this on the list of duties of the Ministry of Integration since Integration and Immigration are essentially the same thing?  At that I'd say give duties like that to PB, and have PB appoint a thane to delegate some of the other responsibilities so he'd able to focus on more of those types of duties with ease.

Possibly the biggest point here is to spark new life to this area. It would be interesting to hear what @Point Breeze thinks of making the expansion to these and similar fields that are currently (as far as I understand) solely handled by Wintermoot.

Assuming that Wintermoot even welcomes changes here, since if that's not the case this'll be extremely short discussion.

Safe to say I also think that it would be best as an addition to the integration role, though I wouldn't be entirely opposed to another Jarl...

Just mirroring what I said in the other thread, that there are quite a few forms that a role like this could take other than just having the same abilities. Such as my suggestion that they could assist him by collating the information making Wintermoot's job much easier; though I bet there are other forms something like this could take as well.

Just a quick note that on the approval of Citizenship applications, Integration once held that authority, but it was changed to focus on welcoming and recruitment, which occurred here.

Also currently our laws do not allow someone whom is not the monarch or Storting to remove citizenship. This is in Section 2.2 and 2.3 of the Citizenship and Demonym Act. While it may seem weird, I believe that is understandable, as revoking Citizenship is a much more heavy and important matter than gaining it, a way. Also I just realized the Monarch's requirement to do a monthly citizenship check was actually removed...

From what I can tell, it wouldn't really be an expansion, since the Government already has these powers.

Guilds are already Government institutions, as they are technically ran by the ministries, but have their own minor structure. Also I believe that the Keepers of the Call is technicaly already under the Purview of Integration, but I haven't payed all that much attention to it. (If it isn't already, it would literally just be reassigning the guild to a new Ministry. Technically speaking Defense could run the RP guild if I could convince Wintermoot to transfer it to me. Albeit it would be nonsensical).

The records of citizens already probably exists for Wintermoot, all this would do is grant it to a slightly larger group of people (or cause it's creation). This wouldn't really be all that bad, as it would simply allow for easier management.

The granting of citizenships is something the Monarch already has, and can legally delegate away. Integration had this at one point, and I think it may still technically have it, but doesn't use it. I wouldn't mind seeing this return.

The only thing I take issue with is the delegation of the revocation of citizenship, and that is due to the way it works and the like.

I agree in the term that we don't need another Jarl, we already have quite a lot of officials and I think that adding another one would overburden the system.

However if you are saying that the idea in general of having someone to help Wintermoot out with Approvals and regular Revocations is unnecessary, then I would say I disagree, Moot does a lot for the region already and relieving some of the responsibility and volume of work both makes things smother and gives our monarch more time to focus on other things.

Thanks for starting this discussion, tatte! There have been a lot of interesting points made, and I appreciate the people that thought of my work load in their replies.

Technically, recruitment is already under the purview of the Ministry of Integration as seen here. However, I have to admit that I don't believe the arrangement has worked out seeing as Integration hasn't been functionally involved in recruitment for some time. Before we consider ministry changes though, I think we should focus on the recruitment guild, and to that end I have been and will continue looking for new leadership. To be honest, I was hoping that it would be a guild I could manage to show how guilds could be really successful, but I just never had the time, and the failure of the guild to take off is totally my fault. In the meantime though, I encourage everyone to get involved with the guild and its activities...anybody can recruit, and every little bit helps.

As for Citizenship checks and revocations, that's also something we can look into. Back in the day Charax and Denth Kasten had access to the admin panel and could do those, but after the events that led to their departure I became more cautious of giving that access out...not that they did anything improper in the admin panel, but others in their position certainly could. I think instead of giving admin panel access, I could code it to where certain people or groups could alter Citizenship status. It's really just changing the masking and adding the Citizenship nation to their profile.

This particular thing (being able to mask people and so forth) is definitely best left up to people not involved in other regions in any way.

I'm curious, what exactly happened with Denth Kasten and Charax?

Along with Alterra, they threatened to leave the region if the Monarchy wasn't dissolved. When nobody except Gov supported doing so, Alterra and Charax left immediately, while Denth Kasten distanced himself from the whole thing and stuck around a few months longer. As to why they decided to make that call...I don't know. I can only imagine it was due to a number of personal issues, most unrelated to the region, that had come between me and them as a group. In the IRC logs that were provided to me (they waited until I left work for home and was offline from IRC), they repeatedly cited "micromanagement", without ever stating how they felt  I had micromanaged them, in spite of people asking.

I was also kicked/banned from the IRC once as I repeatedly told them why the can't do that and cited the law. I also believe that occurred around the time that you had no one else in the Royal Family, Wintermoot.

Ah yes, that reminds me...either earlier that day or the day before I had removed the "Crown Prince: Vacant" text from the government sidebar to save space, and apparently that meant I was being a tyrant or something. It was supposedly proof that I had no intention of sharing power or something related to not naming another Crown Prince. I have to admit I don't remember the exact reasoning there.

Sounds like it was an incredibly fun time in the region's history.
