There were practical reasons for choosing North...he has never been an ambassador before, while you have not only been, but have been removed from some assignments for inactivity in the past. Your record on its own does not speak in your favour, especially against people that have never been an ambassador before.However, I won't lie...it's extraordinarily difficult to place you in a region, and at times doing so in the past has caused conflict with the region that you were to be sent to, most recently with Brotherhood of Shadows. Considering that Terrene is a newer region and it is not clear whether they would welcome you or not, it seems best to send someone that they will unequivocally have no objections too, as a diplomatic courtesy.
