Nay is not a valid response for a separately appointed chamber. Nor is it a particularly useful one.

Your response, if no, should include a reason for your refusal to vote it into law, as well as proposals for alterations. That is how bicameral systems should work, and that is how it is not working here.

I would say the same of the Underhusen which sent the Citizenship Act to the Overhusen with two nay votes without any reason as to why except for the fact that it has a preface. Additionally, the Underhusen isn't using their Constitutionally-allowed ability to modify legislation, an ability that the Overhusen doesn't have.

I voted against it because it obviously wasn't closely reviewed in the Underhusen, with spelling/formatting errors, and I felt it wasn't an adequate replacement for Decree 001.

Is what they can and cannot do clearly outlined to them upon taking their posts? I imagine not. Also, people who dislike prefaces - get over it, it's a fact of legislative life. That is no reason to vote no. You can do better than that.

It's part of both the legislative proposals and the draft Constitution that's up for vote right now, so they should be aware of their own powers and abilities.
