The point of this thread is for the people of the houses to take in people that want to be in a house in a first-come-first-served kind of way. 

But if people have a preference for a house they want to join, that definitely is allowed. 

In the end, a member can say "Well I want to join (insert house name) if it's okay," just like they can turn down a house member's invitation as well.
