I think that Wintermoot should get a veto, but we don't really have an order of succession, so perhaps a "grandfather clause" for the current monarch, sort of like how Parliament got their power after the death of the current King at the time(ish, I'm aware that it isn't an entirely accurate metaphor. ).  We could put in the part of the 3/4 vote needed to override the monarch's objection, but give the "current monarch" (Wintermoot) absolute veto and the ability for the Underhusen to give absolute veto to the next monarch, too, if that'd ever be a thing, which I doubt.  Wintermoot's here to stay... hopefully for the next millennia.   

I also am, obviously, in favour of the one month thing.  It'd probably keep people from getting citizenship, introducing some random legislation and never logging on ever again, which would be a pain.  Also it would delay any invasion (even if such things are very unlikely) and I'm confident in Wintermoot's ability to recognise any invaders or subversives. 

The motion to debate passes.

Once again, while I certainly do trust Wintermoot, I shall restate that I don't see the harm of keeping the method of overriding a veto through a supermajority vote, but perhaps raise it from 2/3 to 3/4.

And of course, we still have to include this in.

VI. Administration
1. The Winter Nomad shall be regarded as the Founder of Wintreath, and shall hold root administrator status on all official off-site Wintreath properties.

2. The Winter Nomad shall have the sole authority to appoint subordinate administrative officials on any official Wintreath property, and invest in them any administrative powers as he or she believes is necessary.

3. The Winter Nomad shall hold this position until he or she resigns from it. Upon resignation, The Winter Nomad shall have the authority to appoint his or her own successor, and shall hand the root administrator accounts for all Wintreath properties to the successor upon them taking possession of The Winter Nomad,  unless the root administrator is tied to a personal account used outside of NationStates.

4. The Winter Nomad and all subordinate administrative officials shall be responsible for protecting Wintreath properties from any content which is illegal, violates the terms of service of the provider of the Wintreath property, or otherwise brings harm to the region or community. Actions taken under this responsibility shall supersede the Declaration of Rights.

5. The Winter Nomad and all subordinate administrative officials shall also be responsible for the maintenance, organization, security, and technological development of all official Wintreath properties. No government official shall be empowered to make decisions in any of these areas.

VII. Constitutional Amendments
1. No section under Administration may be amended without the consent of The Winter Nomad.

2. The Storting shall have the authority to propose amendments to the Constitution by a 2/3 supermajority vote.

3. Any Constitutional Amendment proposed by the Storting shall be considered ratified if approved by both the Monarch and by a 2/3 supermajority of the Storting voting .

^^All of that is fine.  Just technical stuff, mostly... although we can strike the 2/3 supermajority required of citizenry voting at referendum now... they're all in the Underhusen with our overhauls so it's just redundant.  Monarch approval remains though, of course.

We can certainly strike out "at referendum" but I am going to keep the 2/3 supermajority vote since ordinary legislation only require more than 1/2 of the voters' agreement.
