I mean technically the Tal Shiar is just the KGB/CIA of the Romulan Empire, the fleet was a small flotilla of escorting Romulan warships in the vicinity as well as private battlecruisers which were requisitioned by the Tal Shiar as support for the Romulan warships.  Additionally, standard operating procedure is for complete vessel annihilation on suspicion of vessel loss, so there would probably not be much in the realm of stuff left after vessel disabling, other than the actual crew of certain vessels, mostly ICC so they might not even include too many Romulans especially considering the distance from the empire proper on those ships.  Apart from that I believe that Adm. Pistrix took most of the rest of the fleet out of engagement and used the ICC cruisers as meatshields iirc...
