The main issue I have is that there is no enumerated powers granted to any branch to be able to reject a case. This allows for the fact for someone to continuously file, refile, or create a lot of files in which, at this time, would HAVE to be heard because of the fact that there is no legal mechanism granted to the Judiciary to actually be able to reject or dismiss a case. The only branch granted any power not explicitly granted is the Storting with it's necessary and proper clause.

Then just add some kind of double jeopardy.
