2. The term public, when used in reference to Wintreath properties for the purposes of all Wintreath law, shall be defined as, "Any official Wintreath property that is available to any citizen that holds no office, position, ranking, or membership in any organization or body that exists within Wintreath. The term availability shall not be construed to cover things outside of Wintrean control which includes but is not limited to such things as technological availability, ability, internet access, and/or administrative punishments including, but not limited to, banning or muting. Public spaces do include but are not limited to the Wintreath Forums and the Wintreath IRC channel, #wintreath"

I felt like a good definition of Public for use in law should be given due to the obvious debate around what exactly qualifies as public anyway.

Anywho this shall go to debate for 48-hours, unless expedited by the Speaker or Speaker PT, after which a motion to vote or extend debate may be made.

The when used in reference to Wintreath properties might be better changed to "for the purposes of all Wintreath law" or something like that. When you add more specific wordings you get into situations where you have to define those to and all that, which leads to more and more roundabout laws. Otherwise from my scan it seemed alright. But give me some time I should be getting home in six hours and I'll look it over more carefully then...

I suggest rewording it this way instead after actually reading it...

Shouldn't? We include administrative actions as well

Not including lack of availability because of administrative reasons would make things like the cabinet area to be public... Which is not true.
But I think I see what you're trying to do... Make it so that we can still ban people from IRC and make it count as public.
That is difficult...
We could say something about excusing punishments that do not revoke citizenship? Hmm... I do not know let me think.

Technically however the Cabinet area wouldn't be public because of the line: "that holds no office, position, ranking, or membership in any organization or body that exists within Wintreath." meaning that a Riksrad member would hold an office/position in the cabinet, and the cabinet itself is a body/organization. Therefore the Riksrad area would not be public.

But it is an administrative action to mask people as different things... So you'd be being held back by an administrative function from seeing that. See the problem? In theory an administrator can make it so all citizens can just see the Cabinet area.

Yes, however in Theory that would work, although in actuality you have to be added to a group and you have to gain membership into a group. Therefore that is moot because, while it would be an administrative decision for the forum administration, it would not be due to the fact that at this time you have to be a member of it before the administration will add you to the group.

So while the administration would be able to allow you access to it, they won't because you have to be a member of the Group first.

But that still makes it an administrative restriction... So the cabinet by the way the law reads with that would be public... But the irc would be private...

How about we exclude Administrative Actions that such as banning? So something like "...and Administrative Actions along the lines of banning..."?

Or "excluding admisinistrative punishments including but not limited to banning or muting"
