After reviewing the Fundamental Laws, I have determined that Chanku was successfully recalled, and that this recall occurred before his resignation. Usually, during a recall election the incumbent being challenged would remain a member of the Underhusen with all rights and responsibilities until the conclusion of the election, but because he resigned afterwards he can no longer be considered a member.
Thus, although he was successfully recalled, the resulting election is to fill his vacancy due to his resignation.
