1.1 This act shall be known as the Underhusen Seats for the Sixth Storting Act.
2. Legislation
2.2 The Sixth Underhusen shall be made up of five (5) seats.

No, five is probably safe. Though three would make things interesting during elections.

As everyone seems to agree on 5, I motion to expedite this bill.

I second the motion to expedite. 

I believe the minimum number allowed by the Fundamentals is 4.
