As the subject says, I’m curious as to weather or not I retain my citizenship of Wintreath, if I decide to depart (e.g. I want to test out making a region), if I decide to comeback, do I retain my citizenship or do I have to submit the forum again? Thanks!

You may remain a citizen if you make 5 posts per month on the forum, or if you have a nation in the region.  Also, your citizenship nation does not have to be your only nation in NationStates.  For example, I've got the Romulan Science Directorate which is my New Hyperion nation, and Andromedian as my Wintreath nation. 

So you could either move this nation out of the region to create your own region, and then create a different one, or just post on the forums 5 times per month to maintain citizenship

What BSR said.  You can make as many nations as you want and spread them across NS.  I have my main nation in Wintreath, and I have another nation in 10000 Islands as well.

As long as you keep up on posts like BSR stated, you won't be in peril of losing your citizenship.
