Title
1. This act is to be cited as the Declassification Clarification and Expansion Act

Amendments
2. Section 2 of the Declassification of Private Storting Discussion Procedure Act is amended to read as follows:

2. The Speaker and Chairman have discretion over which discussions will be declassified.  The Speaker can choose to declassify any documents created by a Skrifa, and the Chairman can choose to declassify any documents created by the Monarch or a Peer.  If there are documents that will remain classified, the Speaker or Chairman must outline their reasoning in the classified document.

3. Section 3 of the Declassification of Private Storting Discussion Procedure Act is amended to read as follows:

3. Discussions that are to be declassified must be publicily displayed and available for all Citizens of Wintreath, the declassification for any discussion that occurrred outside of the term being served may occur at any time, while the declassification of any discussion that occurred within the term being served can only occur upon the conclusion of the nomination period for Underhusen candidates. The Speaker or Chairman must give a count of the number of documents that remain classified when posting declassified documents from their chamber. Neither individual may declassify a document that they are not granted authority over in accordance with Section 2 of this act.

I've decided to bring this into the Underhusen for debate, specifically this allows the Speaker/Chairman to declassify discussions that took place during a prior term at any time, instead of having to wait for the conclusion of nominations to declassify documents. At the same time, the current term is restricted to that requirement in order to give some buffer and to prevent a Speaker or Chairman declassifying something willy-nilly.

It seems to me that there's an awful lot of discretion given to the Speaker and Chairman over what to declassify. It seems to me that Skrifa and/or Peers should at least have the opportunity to object to releasing something for the period of a term.

A possible amendment to this, to the end Moot proposed would be to add a clause which allows Peers and Skrifas to introduce a motion in either the private sorting area or the UH subforum which could require a super-majority to pass.

I personally like this idea. We could have dedicated "Declassification" acts that would declassify certain discussions that would have to pass through the Storting, or at least through the house(s) that it pertains to.

The act has been in effect for years in this way though, so wouldn't this be an entirely different discussion?

As Taulover said, that would be a larger change, the current change is just to make it easier to declassify things.
