On my phone (not checked on computer), The topic showing next  to the Archive is the passed Citizen requirements act, but it ends with 4-0-0-1. When you go on the topic it says 5-0-0-0.

The last post information on the main page is only updated when a new post or topic is made, the idea being that it's easier on the server to save that with each new post than to have to lookup what the latest topic is in each forum everytime someone loads the front page. It's not necessarily a flaw, just a trade-off made in building the forum software.

I'd guess that it stems from when each post in a forum had its own title. Which it kinda does here still, just you can't see it.
