Just something that crossed my mind earlier.

The Law

Title
1. This act shall be cited as the Wintrean Holidays Act

Holidays
2. The First Day of Eternal Winter is on the date of seventeenth (17th) of October, and recognizes the date that Wintreath was put onto it's path leading to the formation of our community and region, and as such is the first day of the beginning of our eternal winter.
3. Constitution Day is on the date of the twenty-fifth (25th) of December, and recognizes and remembers the date of the passage of the Fundamental Laws of Wintreath and the enactment of a Constitutional form of Governance for our region, community, and people.

Celebration
4. In a desire to promote the celebration and festivities of these dates, the standard operation of the Storting is suspended, with the Underhusen and Overhusen agreeing to hold off on the introduction of new bills, the starting of new periods of voting, and on handling any matter within the chambers that had not began prior to the Holiday, except for those deemed important. The Chairman of the Overhusen and Speaker of the Underhusen are given discretion on these matters.
5. The Storting directs the Monarch to prepare festivities or events for these holidays, however it does not mandate the performance of such, allowing the Monarch or their designated officials to have discretion in this area.
