Title
1. This act shall be cited as the Citizenship Requirements Exception Amendment Act.

Amendment
2. A section shall be added to the Citizenship and Demonym Act below section 2.1, numbered 2.2. The section shall read as follows:e

2.2 The Storting reserves the authority to make any citizen exempt from Section 2.1 of this act, due to an extended leave of absence from Wintreath based on situations that bar them from the internet long enough for their citizenship to expire. Situations can include, but are not limited to: natural disasters/extreme weather, severe illness, extended hospital care, military related such as training or deployment to an area with no internet access, extended stay in an area with no internet access, and the loss of a main source of income.  Personal exemptions, which are defined as exemptions requested when the member has access to the internet at any given time, will not be granted.  Exemptions may last for no longer than one year. Any citizen with an exception under this section shall be required to return to compliance with Section 2.1 of this act within a week of their return. In order for an exemption to be granted, the Citizen must have been a member of Wintreath for at least one month and must have an intent on returning.  A citizen's compliance with these requirements will be determined by the Storting.

3. All other sections shall be renumbered accordingly.

Since we're in the new term, I wanted to get this one out of the way for discussion.  Unlike the previous attempts, as mentioned in the topic, I removed the "good standing" and "pillar of the community" wordings and instead put in a time requirement.  I thought about adding a post count on top of that (IE "and must have more than 10 posts") so that they'd have to be an "active" member on top of that, but I didn't know how that would come off.  Plus we have members that are much more active on Discord than the forums, so they might not have the post count.

Likewise, I also added a bit about personal exemptions.  I thought about putting it as a "will be granted on a case-by-case basis" for situations such as the death of a friend/loved one, but even in that instance that doesn't completely bar someone from being offline for long enough for their nation to CTE/citizenship to expire, so instead I just put it as "will not be granted."

And yes, I took the previous amendment attempts and re-tweaked them rather than just re-writing the entire thing again.

2.2. The Storting reserves the right to exempt any Citizen from the provisions of section 2.1 of this Act due to an extended leave of absence from Wintreath under extenuating circumstances.
     2.2.1. Circumstances can include, but are not limited to: natural disasters, severe illness, extended hospital care, military training or deployment, extended stay in a remote rural area, or loss of a main source of income.
     2.2.2. A Citizen must hold Citizenship for at least thirty (30) days and declare intent to return to Wintreath in order to qualify for an exemption under this section. Compliance with these requirements is determined by the Storting.
     2.2.3. Exemptions may last no longer than twelve (12) months from the initial date of absence, as determined by the Storting.
     2.2.4. Any Citizen with an exemption under this section must return to compliance with section 2.1 of this Act within seven (7) days of their return to Wintreath.

3. Subsequent subsections shall be renumbered accordingly.

Essentially I've made the wording consistent throughout the Act (capitalization, specifying the word "exemption" rather than "exception", legalese, etc.).

Quick formatting note: if/when this Act passes, are we able to indent the subsections of the rest of the Act? The update wouldn't need to be a rider on this Act at all.
