Title
1. This act shall be cited as the Requirements Exception Amendment Act.

Amendment
2. A section shall be added to the Citizenship and Demonym Act below section 2.1, numbered 2.2 The section shall read as follows:

2.2 The Storting reserves the authority to make any citizen exempt from Section 2.1 of this act, due to an extended leave of absence from NationStates for extraordinary reasons. An exemption may only last for up to one year for an entire exemption. Any citizen with an exception under this section shall be required to return to compliance with Section 2.1 of this act within a week of their return. In order for an exemption to be granted the Citizen must: have an intent to return to Wintreath, be in good standing within the community, and be an outstanding member of the region.

3. All other sections shall be renumbered accordingly.

I don't like the vague wording of the act. What does "an outstanding member of the region" mean? Something akin to paragon-hood? Who decides it, and how?

I have to agree with Laurentus on this. I also feel that this third requirement should in some way speak to the activity of a person, such that those who are more active are more likely to gain an exemption from the Storting. So either define the outstanding nature of the member, replace with a well defined activity definition, or remove entirely to regain my vote on this.

Now given that if Aragonn were to vote positively we would have a split vote, under which there are no legalities or precedent surrounding it, I'm also ruling under Section 7 of the Procedural Rules of the Overhusen Act that a 50/50 vote still fails the act (as majority has not been reached), meaning at this point I am declaring this act has FAILED to pass the Overhusen. I will leave this open for @Aragonn to vote should they wish it.
