1.This Act will be titled the Establishment of Cain as Wintreath's "Joke City" Act

2. The Storting recognizes the necessity of having a joke city for citizens or visiting tourists to poke fun at.

3. The Storting also recognizes that the city of Cain was previously run by the highly inept yet devilishly handsome Gabriel Sebastian Penguon.
  a) It is known that Gabriel Sebastian Penguon has voted for questionable items such as the use of cement shoes when walking, and requiring that boys be named after constellations while girls must be named after contagious diseases.
  b) The Storting regrets the actions of Gabriel Sebastian Penguon when urged to step down, involving a whale, a watermelon, and inappropriate uses of lead pipes which can't be discussed in polite company.

4. The Storting also recognizes that the city is run by the more adept, yet still questionable Oliver Tiberius Crowe.
a) While proving a capable leader, the Storting recognizes the lack of funds trickling into the city that once came from the Palais de Crowe when it was a hotel.
b) The storting recognizes that despite this, Count Crowe (with an equally absurd name) continues to spend tirelessly on improvements to the already lavish Palais, hiding behind a veil of false dignity.

5. With these in mind, the Storting hereby names Cain as the joke city of Wintreath.

I still think this is a highly important act to be considered.
