That sounds reasonable, but as one of the current Skrifa, how would that change the fact that there's not much to do?
Additionally, I'm pretty convinced that such a hard cut-off point without the Overhusen being allowed to weigh in would just lead to a few of the citizens saying anything or voting, and all other discussion happening by the Riksråd (and that's only if that cabinet member isn't also part of the OH). So if it's business as usual, what's the point?
EDIT: Also, we can simply amend all other laws to have the Monarchy, Overhusen and Riksråd handle them, that includes the judiciary.
The recently passed judicial amendment already gives the monarchy and subordinate officials a lot of independence, anyway.
