Type of Petition: Violation of Legal Proceedings of the Underhusen
Defendants: Pengu
Violations of Law: Violation of Article 12(e) of the Procedural Rules of the Underhusen.
Relevant Law:

(e) The Speaker must select a Speaker Pro Tempore within one week of being elected. Should the Speaker fail to select a Speaker Pro Tempore then the Speaker Pro Tempore is the candidate that got the second most amount of votes, in the election of the Speaker; should there have been an election with more than one candidate then, in the event of a tie for second place, the Speaker must choose one of the candidates. If the speaker fails to do so the monarch is to choose a Speaker Pro Tempore out of the tied candidates. Furthermore should there have been no other candidates in the election of the speaker, then one will be chosen at random from the members of the Underhusen, excluding the Speaker.

Nothing against Pengu, or Point Breeze, however I feel this is something minor enough to have a court case over as an attempt to test the court system as a ruling would have little change on anything in Wintreath. Also this creates a nice little format for others to use in filing anyway so .

I would assume the UH would hold a sort of "preliminary hearing" (if you're familiar with American justice system) where we would briefly examine the fact and whether there's enough evidence to warrant a trial. Then we vote to accept/deny the case, and then the JOA takes over. I also assume the Speaker or Chairman (since OH is involved as well) should be the one to initiate this process.

Actually it would have to be done via a law declaring the case accepted at this time. 

We would actually have to pass a statutory law saying we accept the case?  That's ridiculous, but I'm afraid you're correct. 

At this time, yes. Which is why I want to add case acceptance procedures.
