Not for lack of merit, but because I have no interest in subsequently passing another act to revise it. Acts that are intended solely to correct errors in previous acts waste valuable time that the Storting could be putting to better use, and so we should be trying our hardest to prevent them from becoming necessary.
For instance, there is a period missing in section 1. The numerous discrepancies regarding capitalization (eg. "citizen," "defendant") warrant attention as well. Additionally, shouldn't "Wintreath citizen" just be "Wintrean" or "citizen of Wintreath?" Correct errors such as these, and the bill will receive an "Aye" from me the next time it comes through the Overhusen.
