With a desire to try and re-establish the Ministry of Foreign Affairs, and with the assent of @Wintermoot, I've taken to enacting the following document to act as a Mandate for the entire Ministry and its myriad departments.

Mandate of the Ministry of Foreign Affairs

This document outlines the mandate and organization of the Ministry of Foreign Affairs, along with the responsibilities of each department of the Ministry.

Article I - Purpose
1. This document aims to create a formal document outlining the operation of the Ministry below the Jarl of Foreign Affairs.
2. This document aims to create a central document for most matters involving the Ministry of Foreign Affairs and how it is ran.

Article II - Jarl of Foreign Affairs
1. The Jarl of Foreign Affairs retains all ultimate authority over this Ministry, underneath that of the Monarch of Wintreath.
2. The Jarl of Foreign Affairs may issue declarations in relation to this document, and may exercise any authority delegated under this document.

Article III - General Organization of the Ministry
1. The Ministry is divided into three Departments, each headed by a Thane and a Secretary, and is headed by the Jarl of Foreign Affairs.
2. Each Department is to be ran as a sub-ministry, and each Thane has general authority of each Department.
3. Secretaries act as aides to the Thanes, and may exercise jurisdiction where the Thane has not acted, and may temporarily act as Thane during a temporary absence of the Thane.

Article IV - Department of Foreign Releases and Information
1. The Department of Foreign Releases and Information is tasked with compiling, organizing, and releasing Wintreath's Monthly Foreign Dispatch, aiding in the improvement of activity within our Diplomatic Missions, and assist in the advertisement of regional events and activies abroad. Additionally, it is also tasked with reviewing Foreign Publications pursuant to Section 3 of Decree 006 for approval.
2. The Department of Foreign Relases is headed by the Thane of Foreign Releases and Information, and the Secretary of Foreign Releases.
3. The Department's makeup and organization is ultimately to be decided by the Thane of Foreign Releases and Information

Article V - Department of Diplomatic Officers and Missions
1. The Department of Diplomatic Officers and Missions is tasked with managing and maintain our Diplomatic Officer and Mission Programme to other regions and organizations within NationStates and managing and maintain foreign diplomatic offices, including the acceptance of foreign diplomatic officers.
2. The Department of Diplomatic Officers and Missions is headed by the Thane of Diplomatic Officers and Missions and the Secretary of Diplomatic Officers.
3. The Diplomatic Officer Programme, as ran under this ministry, is to rank each Diplomatic Officer with a general ranking, which the gaining of higher ranks includes privileges and other incentives for the performance of Ambassadorial duties. The exact specifics of this organization are left to the Thane of Diplomatic Officers and Missions.
4. All Diplomatic Officers are required to join the Discord of their assigned Diplomatic Mission Hosts, and any other Discord Server related to Diplomatic Missions that are deemed appropriate. This may be waived in specific circumstances.

Article VI - Department of Regional Outreach and Events
1. The Department of Regional Outreach and Events is tasked with: scouting out and finding new and promising regions to reach out to and form relations with, aiding the planning and implementation of cross-regional events, and to extend help to regions that might desire aid from Wintreath in certain manners.
2. The Department of Regional Outreach and Events is headed by the Thane of Regional Outreach and Events and the Secretary of Interegional Events.
3. The exact organization and operation of the Department of Regional Outreach and Events is left to the discretion of the Thane of Regional Outreach and Events.

Article VII - Secretaries
1. Secretaries are empowered with the authority to act autonomously in the area of authority granted to them, given there is no confliciting statement from a higher authority.
2. Secretaries are appointed and dismissed by the Thanes of their respective departments, with the assent of the Jarl of Foreign Affairs or the Monarch, at the general discretion of that Thane.
3. Secretaries must be Wintrean Citizens.

Article VIII - Thanes
1. Each Thane attached to a Department holds the mandate of the Department and is ultimately responsible for their department's actions.
2. Each Thane attached to a Department is to be elected, pursuant to Decree 012.
3. A voter for the Thane of Foreign Releases and Information must be either a member of the Ministry of Foreign Affairs (diplomat, Thane, Secretary) or must have contributed to at least one Orendi during the term.
4. A voter for the Thane of Diplomatic Officers and Missions must be a current Diplomatic Officer, Thane of the Ministry of Foreign Affairs, or must have been a past Diplomatic Officer in good standing.
5. A voter for the Thane of Regional Outreach and Events must be a past or present Thane of the Ministry of Foreign Affairs, have contributed to at least one of the past two Orendi releases, and must have held at least one Diplomatic Officer position within the past six (6) months.
6. Thanes may be dismissed and appointed pursuant to Decree 012.

Article IX - Thane of Foreign Affairs
1. The Thane of Foreign Affairs is a non-elected Thane position appointed by the Jarl of Foreign Affairs. This position does not count towards the limit of Decree 012.
2. The Thane of Foreign Affairs is tasked with running the Ministry of Foreign Affairs in the absence of the Jarl, either due to leave of absence or general disappearance.
3. The Thane of Foreign Affairs, while active, has the general authority of the Jarl of Foreign Affairs, except for those in relation to this document and for dismissing Thanes. The Thane of Foreign Affairs may appoint an interim Thane for their Thaneship if they are a Thane of the Ministry of Foreign Affairs as well.
4. The Thane of Foreign Affairs is to be appointed every six (6) months.
5. The Thane of Foreign Affairs is to hold no additional responsibilities, powers, or requirements while the Jarl of Foreign Affairs is not absent.
6. In the event of the appointment of a new Jarl, whether it is an Acting Jarl, Interim Jarl, or permenant Jarl, the Thane of Foreign Affairs returns to their normal positions. Additionally the Thane of Foreign Affairs does not necessarily succeed the Jarl.

Article X - Amendments
1. This document may be freely amended by the Jarl of Foreign Affairs or by the Monarch at the will of either person.
2. Any amendments or modifications to this document is to be made public to the Ministry, and to all other people who can see and access this document.

Article XI - Enactment and Renewal
1. This document is to be enacted upon publication by the Jarl of Foreign Affairs, with the assent of the Monarch. After which the Thane of Ambassadors and Thane of Dispatch are to be renamed to the Thane of Diplomatic Officers and Missions and the Thane of Foreign Releases and Information respectively. Article IX must be granted assent at each renewal.
2. This document must be renewed every one (1) calendar year from its enactment and subsequent renewals. Should this document fail to be renewed, this document in relation to the organization of departments is to expire.
3. If no assent is granted for Article IX, either initially or at renewal, or such assent is revoked by the Monarch, Article IX is considered severed from the rest of the document, and as such becomes null until such a time as assent is granted again.

Amendments

1. Removed the specifics of Secretaries, leaving the specifics to the Thane in charge.
2. Explicitly granted power to manage foreign embassies that are local to some extent (closing embassies, accepting ambassadors, ect.)
