Presents November 2013 WA Delegate Endorsement Percentage Rankings

In hopes of compiling useful data for comparison over time, The Wintreath Regional Factbook will collect data once a month on the top 40 regions which are not puppet dumps as well as all other regions Wintreath holds relationships. In time, I hope to create a website to better display this information, but for now it will be published in a series of hopefully thought-provoking rankings. This particular ranking is based on the percentage of WA nations in a region endorsing the Delegate. The information for November 2013 was collected on November 20, 2013.
