1. Title
  1.1 This shall be titled the Freedom of Information Act
2.Requests
  2.1 Any Citizen who voted in the previous regular election shall be able to petition the Government for the
       release of Information.
  2.2 A proposal shall be included in next regular election if the greater of 30% rounded down or 6 Citizens
       who voted in the previous regular election, including the petitioner, sign the petition within 72 hours of
       its creation.The Monarch shall verify that all signatories to a petition voted in the previous election.
  2.3 The Petition may be addressed to a department or to a Wintrean, should it be to a Wintrean it must
        be over specific information.
  2.4 a period of 17 days must pass before the Petition shall be brought before the government again.
3. Release of Information
  3.1 Release of information for Wintreath Entities.
    3.1.1 Upon gaining the required number of votes the monarch may either:
             a) Open the ministry to the public
             b) Select a Citizen at random to gather the requested information.
    3.1.2 Should the Monarch choose b, the person must release the information which was asked for in a
            public topic
  3.2 Release of information for Wintreans
    3.2.1 Upon gaining the required number of votes the citizen must release the information to the public
            on a public location on the forums.
    3.2.2 Should a Wintrean leave wintreath during this, except in cases of personal reasons, which shall
            be granted at the Monarch’s Discretion, be labeled for Treason.
4. After the Release of Information
  4.1 Concerning Wintreans
    4.1.1 Upon releasing the requested information the Wintrean does not need to answer any questions
            regarding the matter
  4.2 Concerning Wintreath Entities
    4.2.1 Upon the Release of the Information the Wintreath Entities involved in the release of information
            may be closed once again or the citizen removed from the Entity.
    4.2.2 Should the Release of Information reveal any possible wrong-doing or illegal activities by the
            Entitiy an Examination and/or Investigation of the Entity shall occur according to the Wintreath
            Departments and Ministries Examination and Investigation  Act, should the act not be passed this
            section is void until the passing of the legislation.

 4.3 Concerning Legal action against Wintreans
    4.3.1 Should released information  reveal illegal actions by a Wintrean under the laws of Wintreath,
            charges may be brought against the Wintrean and be settled in court.
5. Exclusions
  5.1 The Following information shall be excluded from this act:
         - Personal Information
         - Information from non-wintreans
         - Information not pertaining to a Wintrean or to Wintreath
         - Information which can cause the potential collapse of the Wintreath Government

I feel as though this is way too much bureaucracy. Red tape galore, if you will. I think we could very well reach the same effect with much less regulation and using a much simpler process.

In addition to the concerns Denth and Butters posted, I find the provisions regarding Citizens especially chilling. As I read it, a Citizen could be made to reveal just about anything that wasn't covered in one of the four categories below...apparently even contents of private messages here and on IRC, even if a few Citizens are just curious about something. And if a Wintrean leaves in the process, they're to be "labeled" for treason. I'm not sure what labeled means here, or the relevance of treason when it's not defined anywhere in our legal code, but it seems like a chilling piece of anti-privacy legislation.

Also, as a government official, the Monarch doesn't necessarily have say in opening up forums to the public...that's an administration task, and the two roles shouldn't be confused just because I hold both roles at the moment.

I would like to take this moment to remind the Underhusen that when you write a law it's wording is excessively important. Things cannot be open to interpretation. As someone who has personally used loopholes in other regions to do things that were not within the realm considered legal I must ask that you be on the lookout for them.
And also... Typos. They're not that hard to get rid of. Proofread! If you're law has typos it worries me to think what other unplanned thing it may have.

With none for, and four against, the vote fails to pass.
