In addition to the concerns Denth and Butters posted, I find the provisions regarding Citizens especially chilling. As I read it, a Citizen could be made to reveal just about anything that wasn't covered in one of the four categories below...apparently even contents of private messages here and on IRC, even if a few Citizens are just curious about something. And if a Wintrean leaves in the process, they're to be "labeled" for treason. I'm not sure what labeled means here, or the relevance of treason when it's not defined anywhere in our legal code, but it seems like a chilling piece of anti-privacy legislation.
Also, as a government official, the Monarch doesn't necessarily have say in opening up forums to the public...that's an administration task, and the two roles shouldn't be confused just because I hold both roles at the moment.
