1. Title
  1.1 This shall be titled the Charax Romanov Act

2. Honorary Citizenship
2.2 The Ex-Crown Prince and Jarl of Foreign Affairs Charax Romanov shall be granted Honorary
     Citizenship.

3. Commendation
  3.1 Charax shall receive the Commendation of Wintreath for the following
    3.1.1 Running the Foreign Affairs Department.
    3.1.2 Being a major Contributor to the Fundamental Laws
    3.1.3 Being the first Crown Prince of Wintreath

4. Holiday
  4.1 Upon, October 21 The Festival of Charax shall begin. The festival is to celebrate Charax’s Contribution
       to Wintreath.
  4.2 Upon a week prior to the date of the Festival, planning must begin by the Ministry of Culture, if
       planning has not already begun. The Ministry must allow members of the Riksrad and the Royal Family
       to suggest and help plan the Festival.
  4.3 The Ministry of Culture is mainly responsible for the execution and planning of the festival.

NAY

1. I don't think that the Underhusen should mandate the actions of the Ministry of Culture.
2. What if the Ministry of Culture wants to do their job without the input of the rest of the Riksråd? They are most certainly entitled to do their own job without being required to seek their assistance.
3. Multiple Punctuation and Grammar errors.

I think Denth brings up some very good points on this legislation, particularly on the holiday piece.

1) I'm curious as to how October 21st was selected for this holiday. It's very close to the date the region was founded, October 17th, and if we were to have a festival or event celebrating that we would essentially have to plan two events/festivals at the same time.

2) I don't believe it's particularly good form to name a specific ministry in legislation, for the simple fact that a ministry could be changed or abolished in the future. Also, it precludes other potential methods of planning such a holiday, such as turning it over to an ad-hoc committee like we did for the NS World Fair.

3) As a subordinate office, it isn't really necessary to state that the Ministry of Culture has to work with the Royal Family or Riksråd. If the circumstances warrant it, we can handle that on our own.

For those reasons I must also vote Nay, although I do believe that Charax is deserving of recognition.

Yeah, this seems a bit pointless. Don't get me wrong, Charax is definitely deserving of this, but the cons outweigh the pros.

Nay, I've been against this for a long while... Charax is definitely deserving of a lot from this region... But, as others have said, the underhusen should not attempt to dictate another section's ruling.
