1. Selection of the Chancellor
  1.1 Elections for Chancellor shall begin three (3) months after the previous election, which shall consist of a one (1) week period for candidates to stand for election followed by a one (1) week voting period. All members of the Landsraad shall be eligible to vote in Chancellor elections.
    1.1.1 Elections will follow an instant-runoff voting system, where voters rank candidates in order of preference. In the event that no candidate receives a majority of the votes, the candidate with the fewest votes is eliminated and their voters' next highest rank choice is applied, with the process repeating until a candidate has a majority of the votes.
    1.1.2 No Confidence Votes, as laid out in Section 4, are not counted for purposes of this act. Only term elections shall be counted with regards to term limits.
    1.2 If there is only one candidate for election, that candidate shall win by default without a vote.

2. Powers and Duties of the Chancellor
  2.1 The Chancellor shall have the authority to dismiss and close debate on proposals which are outside the purview of the Landsraad.
  2.2 The Chancellor shall put proposed legislation to a vote after the requirements laid out in Section 6 of these Procedural Rules.
  2.3 The Chancellor shall be responsible for maintaining the list of the Recipients of the Commendation of Wintreath in the Landsraad.
    2.3.1 The Chancellor may delegate this responsibility to a named individual by proclamation.

3. Selection, Powers and Duties of the Vice Chancellor
  3.1 The Chancellor shall appoint a named individual to serve as Vice Chancellor for the length of the term of the Chancellor who nominated them.
  3.2 The Vice Chancellor shall assume the position of Chancellor in the event of the sitting Chancellor’s resignation, removal or incapacitation.
  3.3 The sitting Chancellor shall delegate their responsibilities to the Vice Chancellor if the sitting Chancellor takes a Leave of Absence.
    3.3.1 Upon the return of the sitting Chancellor, they shall resume their responsibilities for the remainder of their term.
    3.3.2 A Vice Chancellor who has temporarily assumed the duties of the sitting Chancellor shall be titled as ‘Acting Chancellor’.
  3.4 The sitting Chancellor may delegate any powers, responsibilities or duties bestowed upon the sitting Chancellor in Section 3 of these Procedural Rules at their discretion.

4. No Confidence Votes
  4.1 Any member of the Landsraad may motion a vote of no confidence in the incumbent Chancellor by creating a new topic in the Landsraad forum with the announcement. Once announced, the motion shall require the support of at least five (5) other members of the Landsraad within one (1) week. Motions that do not receive the required number of supporters within that time shall be considered failed.
  4.2 Motions may not be made if the incumbent has not yet been in office for at least two (2) weeks, there has been a failed motion against the incumbent in the previous two (2) weeks, or if elections for Chancellor would have already begun by the end of the challenge period.
  4.3 Upon the successful motion for a Vote of No Confidence, a vote shall begin, managed by the Vice Chancellor. A simple majority of votes shall be required to pass a Vote of No Confidence.
  4.4 Upon the successful passage of a Vote of No Confidence, the sitting Chancellor shall be considered removed from their position. The Vice Chancellor shall then ascend to the Chancellorship.
  4.5 In the event of the Vice Chancellor position being vacant upon the passage of a Vote of No Confidence, the Monarch shall appoint a Chancellor to serve the remainder of the current term.

5. Introduction of Legislation
  5.1 Any Citizen may introduce legislation for debate and discussion by the Landsraad.
  5.2 Discussion shall last no less than four (4) days from introduction of the legislation.
    5.2.1 Discussion may be ended before this period if four (4) members of the Landsraad second a motion to expedite debate, including the first to motion to expedite debate.

6. Legislative Process
  6.1 The Citizen proposing legislation may amend the legislation from the time the legislation is introduced to the time which the legislation goes to vote.
  6.2 The Chancellor shall put the proposal to a vote after the time limits specified in Section 5, which shall last two (2) days.
  6.3 Proposals shall require the support of a majority of voting Citizens not abstaining at the end of this period to pass, unless the Fundamental Laws or relevant law specifies a higher threshold.

The Provisional Procedural Rules have been updated to provide a process for selecting a Chancellor.

Introduction of Legislation
1) The Monarch may introduce legislation for debate and discussion by the Landsraad. Discussion shall last no less than the greater of three (3) days from introduction or one (1) day from the formal adoption of the last amendment to the proposal.

2) Legislation shall be limited to proposals that ensure previous laws are in line with Decree 013 or the Fundamental Laws as updated by the FLAMES Act.

Amendments
3) The Monarch may amend any legislation from the time the legislation is introduced to the time which the final status of the legislation is declared. When amending legislation, the Monarch shall make a post in the legislation's discussion topic that includes exact changes in wording the amendment has made on the legislation.

Final Status
4) At any point after the time limits specified in Section 1, the Monarch may approve or reject legislation by declaring so in the legislation's discussion topic. Approved legislation shall carry the force of law as per Article I, Section 1 of the Fundamental Laws (Legislative authorities and duties).

Selection of the Chancellor
5) Elections for Chancellor shall begin three (3) months after previous election, which shall consist of a one (1) week period for candidates to stand for election followed by a one (1) week voting period. All members of the Landsraad shall be eligible to vote in Chancellor elections.

  c) Initial elections for Chancellor shall begin on May 1st, 2021.

Challenges to the Chancellor
6) Any member of the Landsraad may announce a challenge to the incumbent Chancellor by creating a new topic in the Landsraad forum with the announcement. Once announced, the challenge shall require the support of at least five other members of the Landsraad within one (1) week. Challenges that do not receive the required number of supporters within that time shall be considered failed.
  a) Challenges may not be made if the incumbent has not yet been in office for at least two (2) weeks, there has been a failed challenge against the incumbent in the previous two (2) weeks, or if elections for Chancellor would have already began by the end of the challenge period.

7) An election for Chancellor shall begin once the required number of supporters have backed the challenge, which shall consist of the same standing, voting period, and election method as defined in Section 5. The member who announced the challenge and the incumbent shall automatically be placed on the ballot, unless the incumbent has explicitly withdrawn from the election. Other candidates may stand for election during the standing period.

The Provisional Procedural Rules have been updated to empower the Chancellor and Citizens and remove reformation-era limits on the type of legislation that can be considered by the Landsraad. This should be the final update to the procedural rules by me, and from here on out it's up to the Landsraad to determine what they want their rules to be.
