I'd bribe the United Nations to let me colonize Antarctica.  Cause really, it is totally unfair that people aren't allowed to live down there with the exception of tourism and scientific endeavors.

I think it'd take a lot more money than 1.6 billion USD to convince that many people to vote in your favour. UN Ambassadors are representatives and you'd have to convince the people behind them as well.

I'd count on them a) not caring much b) being distracted by WWIII c) not telling their representatives.  That is after all the point of bribery: getting someone to vote against something the majority wants them to vote for. 
... and if WWIII doesn't conveniently start when I need it to, I'll give 0.0625% to organized crime to have some minor archduke removed from the burden of... not getting assassinated. (joking of course)

With 1.6 billion dollars I'd first pay off my debts and then put let my mom to go back into medical school. Afterwards I will put half into a high towels savings account, take the other 45% into a ROTH IRA and the remaining 5% for personal use. Could that mean I live in a super yacht that looks like it came straight out of James Bond movie? Maybe. I'll then start a foundation that spreads ideas of reason and freedom to the world over.
