Title1. This Act is to be titled as the Regional Clubs Act.Definitions2. A Club shall be legally defined as a group of Citizens organized in common cause under a charter which has been approved by the Storting, with rights, privileges, and responsibilities as determined by this legislation and other lawful acts of the Storting, Monarchy, or Founder.a. Clubs shall hold the right to refer to themselves under any related name such as "Group", "Association", "Organization", etc.Founding a Club3. To start a Club, the prospective founder shall present a petition to the Storting, signed by at least five current Citizens, which shall include a charter that explains:a. The topic and purpose of the Club.b. A detailed explanation of the structure of the Club, including any Club positions and how those positions are determined. This should also include an explanation of how leadership will change if the current leader leaves or is no longer active.c. the process of how a Club decision is made.4. The Club shall be considered officially founded upon passage of the petition through the Storting. All Citizens who signed the petition shall become members upon founding.a. The Underhusen shall maintain the right to amend the Club Charter while deliberating its passage.Maintaining a Club5. To maintain status as a Club, the club shall:a. Continue to have at least five current Citizens as active members during the seasonb. Contribute an activity, event, or discussion to the community during each seasonc. Maintain current records listing active members and contributions6. The Monarch or their designee shall verify whether clubs are meeting the requirements set in Section 5 at some point during the months of November, February, May, and August.7. Any changes to the Club Charter must be approved by the Storting before taking effect.Dissolving a Club8. A club shall be considered automatically dissolved if it has not met the requirements of this Act for two consecutive seasons.a. The Storting shall have the right to grant a Club a waiver from these requirements for the current season, in which case not meeting these requirements would not result in the Club being dissolved.9. The Storting shall have the right to revoke a Club Charter at any time for any reason, which shall be included in the Act revoking the Club Charter.
