Since I took a day off work today cause of weather, I went ahead and tried upgrading again. The server is now at version
1.13.2 and seems to be working much better than my attempt to upgrade to 1.13.1 did. I've also decided to fork over the extra $3/month and request a memory upgrade for the server...from 512mb to 1gb. This should help when there are more players on the server, and in the event we add more server extensions in the future.
