This may have already been addressed, but I don't support. While yes, Skrifa are bound by their duty to answer to their voting base, and resultingly should be fully prepared to explain their votes when asked, forcing such won't make Skrifa vote more often. No, Skrifa aren't voting for the sake of voting, and yes, everyone has a valid reason behind their votes, but it takes considerable time and energy to explain a vote, which may cause them to run out of time when summoned to vote on a time-crucial bill.
Keep in mind no other legislature forces a representative to explain their votes as they're voting, only after the fact. And in the end, it's technically only the count of yes/no that matters.
