    Important Figures in the Romulan Empire
    Emperor Toridex
    His Imperial Majesty Augustus Toridex has been Emperor for 14 years, and throughout his term his party has enjoyed a strong majority in the Romulan Senate and great support of his policies throughout the Provinces of the Empire.  Son of the great Emperor Talenerex and Senator Sental of Romulus, Toridex enjoyed a life of great privilege until the age of 24, when he was selected by the Tal Shiar for service to the empire. 

    The first decade of his service in the Tal Shiar, Toridex was greatly successful, and rose from the rank of Subpolisium to Colonel.  After spending five years at this rank and twice declining a promotion to General, he retired from military service and was granted an villa of 1000 acres in the Romulan state of Panentine.  (Misc Fact:  Romulus, the Romulan homeworld, is divided into 25 states, each selecting a Senator and forming the Imperial Province of Romulus.)  After a decade of integrating into the Palentine community, Toridex followed the footsteps of his parents and was elected into the Romulan Senate, where he immediately was awarded a position in the Imperial Senate, a result of the connections that he had made while in the Tal Shiar as a Colonel.  After spending seven years in the Senate, he was appointed Emperor, succeeding the rather mundane Emperor Cae'n Del'cares. 

    After five years of rule as Emperor, Augustus Toridex began pouring vast quantities of Imperial Denarii into infrastructure throughout the empire while simultaneously creating strategic outposts on the outskirts of Romulan space.  Accused of running a deficit budget by the predominantly Vulcan Treasury Ministry, his response was to invade and plunder no less than ten neighbouring inhabited sectors with the 3rd Fleet of the Star Navy, to ensure the continual financing of his vast infrastructure projects.  Now in his second term as Emperor, and 70 years old, Emperor Toridex has announced that he will not seek a third term as Emperor, instead planning to retire and spend time on his Palentine estate with his grandchildren and the rest of his family.  His party, however, the Imperial Party of Expansion and Unity, is determined to continue his policies of aggressive construction and expansion for as long as the empire can. 
    Tal Shiar Commandant D'Deridex VII
    A relative of D'Deridex the Great of Romulus, General D'Deridex VII is the direct first-born male line descendant tasked with maintaining the honour and legacy of the legendary Emperor, now centuries dead.  Becoming a Tal Shiar General at the age of 38 and the Commandant of the Tal Shiar at the same time Toridex was elected Emperor, D'Deridex the Seventh has known the Emperor for years, and is generally considered to the most likely successor of Toridex as Emperor.  D'Deridex the Seventh has also overseen one of the most ambitious intelligence network expansions ever seen, expanding the knowledge of the Tal Shiar to include data from nearly half of the Wintrean Galaxy. 

    D'Deridex VII is also Toridex's Consul of War, and was the one who first proposed the raiding of the nearby systems with a combined forces of the Tal Shiar and the Imperial Third Fleet that was highly successful and allowed the Toridexian Administration to continue its massive infrastructure and defensive investment. 
    The  Fleet Praetors
    The current Fleet Praetors of the Star Navy disapprove of what they believe as negligence on the part of the Emperor:  In his infrastructure investment, the Romulan Star Fleets has only seen incremental expenditure increases that only slightly outpace inflation in the empire.  The leader of the Fleet Praetors at this time is Praetor Demera, and she is also likely the successor of Emperor Toridex, leading to great tension between her and Commandant D'Deridex.  This competition has however increased the amount of combat authorized by both the Tal Shiar and the Imperial Fleets, to the dismay of neighbouring inhabited systems. 
    High Praetor Demera
    The current High Praetor of the Romulan Star Navy, Juliania Demera is one of those most likely to succeed Emperor Toridex as the next head of the Romulan Star Empire.  She commands the 1st Fleet.
    Praetor Relatrex
    Praetor of the 2nd Fleet, in line to succeed Demera as the next High Praetor of the Romulan Navy.  Relatrex is the commander of the initial Romulan invasion of the Wintrean Remnant, and works in close conjunction with the Armada of the Acarian Empire.

    History of the Empire
    The Romulans were among the last races to submit to the rule of the Galactic Wintreath Hegemony, and in the Galactic Civil Wars, the Romulans were quick to reassert their dominance of space that they considered to be their own.  At the outbreak of the wars, Commander Dar'nex of the Romulan Sector Defence Fleet re-founded the recently conquered Romulan Star Empire, and declared himself Emperor. 

    In the years after the destruction of the war, the Romulan Star Empire invested heavily in military equipment and supplies to expand its influence in the galaxy, and the investment was not a bad one.  In the first century after the demise of the great Pangalactic Frozen Realm of Wintreath, the Romulans steadily expanded, conquering no less than twenty-six neighbouring planets and vastly increasing the population and scope of the empire, eventually increasing its territory to encompass fifty sectors and 132 Class-M worlds. 

    For the past two hundred years, the Romulans have focused on increasing their populations and decreasing the number of aliens within the empire, to great effect.  The Empire is now very predominantly Romulan, with a large Vulcan minority, and the capabilities of Imperial heavy industry is perhaps the greatest in the galaxy, their largest shipyards encompassing entire surfaces of moons.  (The largest starship yard in the Empire, Navis Constructione Facilitatem, is on a moon of Scipio, the 5th planet of the Romulan home system, named Caesar Tel'dex.)

    Now, the Romulan Star Empire once more has its eyes set on conquest, their omnipresent goal of achieving domination over more systems continuing to stress the industrial and military capabilities of the empire, and the ever-vigilant Tal Shiar reports a galaxy ripe for conquest...
    Demographic Breakdown of the Empire

    Species of the Empire
    Romulans
    The vast majority of the imperial citizenry, they are distant cousins of the Vulcans.  They are by far the largest portion of the population, and are very xenophobic.  They do, however, trust the species that also originated in their home system, the Vulcans and the Ilúvatari.  Romulans are a very proud people who are visually very similar to Vulcans, and while they have the same capacity for logical thought, they generally are much more reliant on emotions than Vulcans are.  On average, a Romulan lives 200-250 years. 
    Vulcans
      Vulcans are a people that have shunned emotion entirely, preferring instead to use logic for clarity and peace.  As a total group, they are very well educated, with most Vulcans being involved in some sort of advanced research field, and also very cultured.  Vulcans disapprove of the aggressive posture of the current Romulan Imperial Government, but they are loyal and willing to follow the orders of their superiors when their objections are overruled.  The average Vulcan lifespan is 200-250 years. 
    Ilúvatari
      A distant cousin of the Vulcans and the Romulans, the Ilúvatari are a very cultured people that also possess wonderfully complex and powerful minds.  They have emotion, but generally prefer to shun it in favour of using the most rigorous logic that there is.  Because they are essentially immortal, with lifespans of more than 10,000 years, they are generally killed in combat.  They are among the best warriors in the Romulan Star Empire, and some have served in the Romulan Senatorial Guard for nearly 5 millennia.  The ten most respected elders of the Ilúvatari race are chosen for seats on the Council of Ilúvatar, which rules their homeworld as an alternative to the traditional province-structure of the Empire.  Note:  Because they are immortal, Ilúvatari are not permitted to ever ascend to the rank of Emperor.
    Terrans
      Though not originally a species of the empire, Terrans moved to Romulan Sectors after they were first conquered by Galactic Wintreath, but now they have been assimilated into the empire.  Many Terrans are generally considered Romulan now, because inter-breeding was considered the best way to eliminate any completely non-Romulan persons from the empire.  However, some enclaves of pureblood Terrans still exist across the Empire, and they are generally very mysterious places.  They surround themselves in walls and rarely let anyone into their compounds, resulting in distrust of them among the rest of the Empire's many citizens.  (The Tal Shiar has investigated, and found no subversive persons in any enclave.  In fact, a large percentage of the Tal Shiar's force of foreign agents are selected from these enclaves, as humans (Terrans) now exist throughout the galaxy.)

    An Average Romulan Life
      The average Romulan citizen is born in one of the various provinces of the empire, or on Romulus.  To better illustrate the life of a Romulan citizen, we shall focus on the life of one Lucinius Dorilian Seperus.  Lucinius was born to a working class family in the Romulan Province of Iberia, on Yeresian IV, a moderately industrial world with a population of approximately 5 billion.  From the age of 5, Lucinius attended the Equestra Primary School in the Lerae District.  After being tested at the age of 10, upon graduation from Equestra, Lucinius was tracked to attend the Principe Secondary School, and specialised in carpentry and advanced agriculture.  Upon receiving excellent marks in his Secondary School, maintaining a high, 93 SISR (Standard Imperial Score Record; Perfect is 100), Lucinius' request to be deferred from military service until 24 was granted by the Imperial Department of Education on Romulus.  As such, Lucinius then attended the Yeresia Academy of Advanced Agriculture until the age of 24, at which point he graduated with a degree in Advanced Agricultural Infrastructural Design and as a Master Carpenter. 

    Lucinius Dorilian Seperus was then assigned to the Imperial Romulan Army as a Decanus, in which station he served during his first two years of service in the 4523rd Legion, and was stationed on a recently conquered world on which his mission was to construct basic agricultural infrastructure and instruct the local population in its maintenance and use.  After his first two years in the Romulan Army, Seperus went to officer training, and was promoted to Subcenturion.  He was reassigned to the 8890th Assault Legion and became lieutenant for the 1st Cohort Centurion, Gaius Prodius Fidenus, a veteran military commander, who taught Seperus much about the functioning of the Romulan Army. 

    After his first five years of service, Seperus elected to volunteer to remain in the service for the full 25 term, so as to gain a farm and a living.  He was then promoted to the rank of Centurion and was given command of the 15th Cohort of the 8890th, leaving the 1st Cohort.  After another ten years of service, most of the time spent garrisoned at the starbase Custos Caesareae Regnum, Full Centurion Lucinius Dorilian Seperus, Commander of the 1st Cohort of the 8890th Legion was sent to conquer the Lemdi System, on the outskirts of the Empire's southeastern border, far from the development of the core. 

    Upon arriving at the Lemdian System, the 8890th was assigned to the initial invasion, and the 1st Cohort was ferried down to the surface of a planet full of technologically inferior Terran colonists.  After a gruesome two months of fighting, the Legion Prefect was killed, and Lucinius was promoted to Prefect to take her place.  The fighting finally died down five months later, and the 8890th spent another five years subduing the local populace.  And while the 8890th was transferred off world, Lucinius, along with approximately 30% of the legion's forces, were stationed as a permanent garrison and re-designated "Lemdian Security Forces." 

    Lucinius was then promoted to Military Governor of the Lemdian System, and placed in command of the approximately 250,000 Legionaries now serving as a security force.  In this station, Lucinius ordered the construction of various fortresses and garrison posts, and created a multitude of basic utilities, most notably the planetary-wide irrigation and filtration system, which nearly doubled planetary crop yields.  Lucinius remained Military Governor for 10 years (five more than his service allotted) before retiring from the Imperial Army at the age of 54. 

    He was granted his Praemia, 1,500,000 Denarii and 1,000 acres of good farmland on Lemdia.  It was here that he met and married Epidia Octaviana Seperus, his wife, and had five children.  After working for nearly 50 years as a farmer, Lucinius Dorilian Seperus became involved in local politics to a greater degree, as he was now a rather wealthy businessman and was still influential in the Security Forces.  He was appointed as Vice Governor of Lemdia at the age of 103, and quickly employed his post to modernise the agricultural infrastructure further, and also created a planet-wide system of shuttleports and high-speed rail systems. 

    At 137, he was declared Governor of Lemdia and simultaneously was elected Prime Minister of the Lemdian Parliament.  He expanded the education system, and increased trade to the system substantially.  It was at this time that he expanded his ventures into the realm of space trade, and purchased several freighters from various sources and created Seperus Cargo Service, transporting various dearly-needed supplies to and from Lemdia and her moons from the rest of the Empire. 

    At 168, Lucinius Dorilian Seperus retired from public service and constructed his massive, famous estate on the Northern Lakes of Lemdia, a nearly 500 million denarii project on 10,000 acres of vineyards and orchards.  At this time, he received a letter of commendation from the Office of the Emperor thanking him for his loyal service as a citizen and a statesman of the Romulan People, and informing him that he had won the prestigious Golden Eagle, the highest commendation in the Romulan Empire for non-Senators.  Seperus died at the age of 231 on his estate in the Northern Lakes. 
    Important Systems/Worlds
    Systema Imperatoris
    The "System of the Emperor, the home system of all of the major races of the empire (Romulans, Vulcans, and Ilúvatari), is (obviously) the most important system in the empire.  It sustains a population of over 500 billion, but it is not the most populated system in the Romulan Star Empire. 
    Romulus
      The Capital Planet of the Empire, Romulus has been largely preserved over the years from over-urbanization by various imperial policies, but these policies have never been applied to the south-central continent, which, although rather devoid of many resources, has been completely developed into a single gigantic city, containing 14 billion people.  The rest of Romulus is populated by approximately 6 billion imperial citizens. 
    Remus
      The semi-inhabitable moon of Romulus, Remus was historically a giant Imperial factory world, creating thousands of warbirds to expand the empire.  Now, with the vast quantities of material required for the construction of an ever-growing number of Imperial warships, the Reman starship yards are increasingly focused on research, development and prototype development.  It is populated by approximately 5 billion persons.
    Vulcan
      The Homeworld of both the Vulcans and their cousins the Romulans, Vulcan is a desert-like world that has been greatly urbanized, especially in the most recent century.  Approximately 70% of the surface is covered in cities, and the other 30% is the central ocean along with the rather peaceful islands within it, which have been the center of Vulcan culture for the entirety of documented Vulcan history (about 40,000 years).  The population of Vulcan is approximately 90 billion persons, 74% Vulcan.
    Ilúvatar
      Arguably the most well-preserved world in the Empire, Ilúvatar is full of lush forests and beautiful grasslands and 60% of the surface is freshwater ocean.  The population of Ilúvatar is approximately 1.4 billion Ilúvatarans.  Most other species are forbidden from coming to the surface, so most trade with Ilúvatar is done on its 3rd moon, Lunara.  (The population of Lunara is 2.6 billion.) 
    Delcaran Moons
      Delcara is a gaseous planet (approximately the size of Jupiter) in the habitable zone of the Imperial System that contains 32 moons that have been terraformed to sustain life easily.  In total, these moons have a population of approximately 270 billion, and some contain most of the heavy industry in the Imperial System, largely due to the huge number of metal-containing asteroids in the vast rings around Delcara. 
    Systema Elisia
      The system of the Romulan Military, Elisia is populated by over 800 billion people, almost all of them connected to the Romulan Military in some way.  The six ringed gas giants are employed as droid works, and produce trillions of battle droids.  The oceanic world on the outer edge of the habitable zone, Kamina, is one of the premier cloning facilities in the Empire, and produces the highest quality clones.  Because of this, Kamina is always producing the maximum number of clones that it can, unlike many other cloning facilities, which might only operate at 20%-60% of capacity. 
    Officinam Deos
      An entire system dedicated to producing heavy military equipment for the Romulan Star Navy,Officinam Deos is at the far southeasternmost point in the empire, far away from the galactic core, to ensure that it would be one of the last systems conquered should the empire ever fall to invaders.  That being said, its defences are second only to those on Romulus, and are constantly being improved every day.  The system economy is almost exclusively heavy construction industry, and over 900 billion persons live and work in the system. 
    Pecuniariis
      The system that is the financial capital of the Empire and the headquarters of most large commercial entities in Romulan space, Pecuniariis is also the most populated imperial system, with Pecuniariis II, the second planet in the system, home to more than 1.8 trillion persons in a city that spans the entire planet.  This system also contains a huge percentage of the capital in the empire, its wealth second only to that of the Subsidium Romula Ripam et Aerarium on Romulus, the Imperial Treasury.
    Systema Artificio
      The centre of Imperial culture for a century, Systema Artificio contains five habitable worlds, one for each of the arts.  It is inhabited by approximately 80 billion artists, composers, writers, philosophers and various other artisans. 
    Meloda
      Home to billions of composers and musicians, Meloda is one of the more beautiful planets in the empire, and its opulent architecture is a sight to be seen.  Its workshops produce the best instruments in the empire, largely thought to be the result of Melodan instrument artisans having kept their secrets closely guarded for hundreds of years.
    Aedificatoria
      A planet with no particular aesthetic, the architecture of Aedificatoria is impressively creative, with hundreds of thousands of awe-inspiring architectural feats and billions more being designed within the buildings inhabited by the highly specialised and arch-obsessed citizenry.
    Graphica
      Home of the most talented painters and artists in the Empire, and perhaps the galaxy, Graphica is a habitable moon of the gas giant Corradia.  Its painters are often commissioned by newly elected Senators for their Senatorial Portraits to hang in their offices on Romulus.  Additionally, Graphica is widely considered to be one of the moons with the greatest sunsets in the entire Romulan Empire.
    Sapientia
      A luscious garden world with a colder climate with a surface 80% covered in water, Sapientia has been a favourite world of Imperial Philosophers for nearly six centuries.  Its simple, yet grand Romulan architecture is quite imposing, but most settlements are spread far apart and the majority of the planetary landmasses are taken up by estates held by various influential Generals, Admirals and other imperial political and military officials.  There are a few schools of philosophy on the planet, with the largest and most highly-regarded being the Rondoan School of Stoic Philosophy and Government, founded nearly a millennium ago by the great Tiderius Rondoa.
    Opusa
      A very environmentally conscious world with vast valleys, tall mountains and immense grasslands, Opusa contains the workshops of the greatest sculptors in the Empire, who work tirelessly in their attempts to capture the meaning of life and the universe in their work.  The immense creations of Opusan artisans are often purchased by very wealthy patrons who go to great lengths in order to ensure that their newly-acquired works of art and beacons of status are transported off-world as intact as is physically possible.
    Latifundia Sector
    The agricultural core of the empire, primarily located in the southwest of the Empire.  It contains hundreds of habitable worlds whose almost exclusive important industry is trade and farming.  The Romulan agricultural heartland.
    Romulan Grand Strategy
      According to the most recent Imperial Military Review, the priorities of the Romulan Star Empire's Military are arranged as follows:
    1. The Prevention of the use of WMDs Against Romulan Worlds.  Considered to be the most vital responsibility of the Romulan Military, the Empire employs coordinated space denial in conjunction with vigilant patrols on the empire's borders.

    2.  Exoimperial Economic Disruption.  The Romulan Military considers economic acts of aggression to be paramount as well, and as a result the Tal Shiar is charged with maintaining the stability and expansion of the Romulan economy by any means necessary, including, but by no means limited to, the assassination, torture, and interrogation of extraimperial business leaders and aristocrats.

    3.  Imperial Expansion.  In order to maintain the balance of power and ensure the continued growth of the empire, the military considers expansion and the destruction of any empires that it views as opponents as some of its highest priorities. 

    4.  Direct Challenges to Key Allies.  The Romulan military considers the positions of it key allies, most notably the Acarian Empire, to be directly related to the position of the Romulan Empire itself as well, and responds to any threats to its allies with the maximum retaliatory force that the empire my reasonably muster. 

    5.  Destruction of Terrorist Groups  Though most dissent in the empire is easily stamped out by the ever-vigilant Tal Shiar, some dissenters on newly conquered worlds aren't easily destroyed, and Tal Shiar units are deployed en masse to ensure that such groups are devastated and destroyed as quickly and as efficiently as possible. 

    6. Intraimperial Political Stability  Though the Romulans are a proud and reasonable people on whole, the Tal Shiar works vigilantly to ensure that the temptations of great wealth and power do not get the best of Romulan Senators and Imperial Officials, often going to great lengths to "demonstrate" the extent to which they are willing to go to inflict the vengeance of the empire upon any officials who dare accept bribes or enrich their friends. 
    Keys to Romulan Strategy

  • Vaks: A summary
    Vaq-ekh

    The Vaks are a species of black creatures that can best be described as a cross between a crow and a wasp. They range from 8 - 10 feet tall, averaging at around 9. Females are usually taller than males. Being mostly bipedal, they have long limbs and sometimes use their arms to balance their weight. Their torso is somewhat similar to a bird's and they have bird like feathers covering most of their bodies. They have black feathered wings. They are however flightless, the wings merely being used for body language.

    Vaks usually wear thick dresses and headscarves that obscures much of their body. A Vak's head is a strange mix between that of a dog and a wasp. They have a long snout above a very wide mouth which holds a row of sharp teeth. Their eyes are unusually large, pupiless and are olive green. They have one set on the sides and one set on the front. They have doglike ears that are obscured by their headveils and a set of gray antennae which are left uncovered.

    Millions of years ago, the ancestors of the Vaks were a non-sentient eusocial species similar to termites; A king and a queen provided the reproductive work of the colony while male workers cared for the offspring and female workers/soldiers provided food and defended the colony from attacks.

    However, a long time ago, the planet of Tshkir entered an ice age. The Pre-Vaks who lived deep in the planets south witnessed their climate transform from a Mediterranean one to a subpolar one. After that, the planet experienced a mass extinction and migration as animals struggled to cope with their new environments, often times forcing them to try and battle with other species for new territories. And due to being surrounded by a desert and a large ocean to the north, the Pre-Vaks had nowhere to run when new and vicious predators entered the arena from the now uninhabitable south.

    What happened next, Vak evolutionary biologists aren't too sure. But whatever occurred, it saw the social system of the Pre-Vaks evolve to accommodate the new environment. Their old prey were getting scarce, their new predators were twice their size. The colonies needed "all hands on deck" so to speak and a "supercaste" was created in the following years that would eventually supersede all other castes, retiring eusociality. Though some Vaks to this day would sometimes be born with a few of the traits of a particular caste. Most notably a few Vaks are born with the reproductive capacity of a King/Queen and have been historically used in Vak societies as a means for auxiliary births due to the harshness of their environment.

    Though biological eusociality disappeared, its psychological effects did not. The colony wasn't abandoned. As was stated before, a couple of Vaks with exceptional reproductive capabilities would be forced to act as they colony's "King and Queen" - Their children being property of the colony and typically used to fill the colony's "soldier" caste. Men were forced to look after the offspring and were despised by their female counterparts as weak and unintelligent.

    As the Vaks grew in population, colonies began to butt heads often. This is where the thousands of years of colony warfare began. The Kings and Queens children were raised as professional soldiers to fight constant, bloody tribal wars with other colonies over hunting ground. The colony wars severely held back the Vaks in multiple ways, preventing the colonies from developing into more sophisticated societies and with that, technological advance was scarce. The Vaks never expanded out of their original habitat during this period.

    Then, in around ~2400 BC, something changed massively. A religious movement swept colony after colony, much of the archaic eusocial structures were abolished, colony warfare almost disappeared. Just 3,000 years later, the Vaks would be exploring their solar system. This was the spread of Hkll-Tda. A monotheistic faith emphasizing peace, kindness, justice, equality and piety. With Hkll-Tda, most of the colonies came under control of a single government. The Vaks now united under the banner of religion, they turned their attention from war to philosophical, technological and scientific pursuits. A golden age bloomed for a thousand years as the Vaks transformed from a Neolithic society to an industrial society.

    This new society wasn't harmonious however. Though the prophets an early priestesses of Hkll-Tda tried their hardest, they couldn't dismantle the Matriarchal system. Additionally, as the Vaks needed guidance away from their corrupt eusocial ways, they began to heavily consul priestesses for anything and everything. As priestesses had little stringent obligations, anybody could be one. Priestesses recognized the populations need for their consultation on a variety of subjects and facilitated by creating "specialised Priestesses" - Economic Priestesses, Education Priestesses, Lawyer Priestesses, etc. This created a complex totalitarian theocracy.

    This theocracy was dismantled with the conquest of the Vaks as the galaxy was united. But now that the Vaks are now independent, the theocracy has returned. This theocratic and totalitarian system is increasingly proving to be a burden on Vaks and there is growing dissident voices from all areas of society, but it doesn't seem to be going anywhere for now.

    Hkll-tda
    Vak philosophy is centered around the dominant religion, Hkll-tda (the Sacred Circle of God). Hkll-tda is a Monotheistic religion centered around a god called Hkll who created the entire universe. The scripture of Hkll-tda is a book known as "Dezh" (Cosmos). Dezh however like the bible is divided into different pieces of literature:

    Ni-Hkll - Hkll's Proclamation. A religious work said to be written directly by Hkll and then revealed to a Vak known as Ked-Msh or the Unknown Prophet. Ni-Hkll lays down the theology and basic moral character of Hkll-tda.

    Skree-nv - The Life and Times of Skree. In this work, Hkll sends an angel down to earth in the form of a Vak born by a King and a Queen into a colony's soldier caste. The book lays down Hkll-tda's philosophy, and a strong condemnation of the colony caste system before Skree after uniting multiple colonies through worship of Hkll is assassinated by a disgruntled soldier from her own colony. It is strongly believed by Vak and non-Vak historians alike that Skree could have been the leader of the earliest anti-colony movement.

    Dezhdesh-k - The Law and Nature of Society and the Cosmos. Written centuries after the last two books by Hkll-tda priestesses, Dezhdesh-k details the functions of the early Hkll-tda state, and Hkll-tda jurisprudence.

    The philosophy of Hkll-tda proclaims that society must completely submit to the will of Hkll, for the equal treatment of all sentient beings, the humane treatment of animals, respect for the environment, nonviolence (but not pacifism) and social justice. Hkll-tda is extremely similar to the Abrahamic religions.

    Despite the heavy emphasis in Hkll-tda of peace, harmony, and kindness, it has been wrongfully demonized by non-Vaks as being a totalitarian and violent ideology due to the misconduct of the totalitarian theocratic government. However, the Vak government in its heyday though far from secular was not the totalitarian regime that exists today, and many Vak priestesses have written strongly of their distaste of totalitarianism.

    Economy

    As with all things in Vak society, the economy is heavily regulated by the Theocratic government. The Vak economy is a planned economy somewhat similar to the economic system of the USSR. There is no such thing as private property in Vak society. All things are considered owned by Hkll. And in order not to commit wrong with Hkll's possessions, a Vak must consult Priestesses.

     A board of Economic Priestesses is assigned to various regions of the world to plan and supervise all economic operations. While on the local level, democratically elected workers syndicates and communes administrate housing and individual economic operations. As the Vaks psychological mindset descends from eusociality, Vaks extremely rarely commit economic crimes and therefore this system runs far more efficiently than it would in a human society. However, mismanagent is still an endemic problem in the society.

    The Vak economy as a result has entered stagnation. Like the Eastern Bloc economies, Economic Priestesses emphasize "collective needs" over "individual needs". In other words, military industry, heavy industry, mining, space industry and so on are heavily prioritized over consumer goods (food, clothing, household appliances, furniture, etc.), resulting in frequent shortages. Though even those prioritized can be poorly managed, causing serious damage to vital areas of the economy such as the energy sector, manufacturing and public transport.

    Government
    Vak society is ruled by a theocracy headquartered in the planet, Tshkir within the subantarctic city of Skree-h-nik (The area in which Skree lived and perished). This government is known as Mev or as is commonly translated in English, Rule of the Priestesses. As the name implies, all major government positions are filled by Priestesses while a central government is lead by the Chief Priestess who also functions sort of like Hkll-tda's version of the Pope. The Chief Priestess is elected by the legislature to serve until death.

    The Vak government is a highly totalitarian police state where personal freedom is nonexistent. All Vaks are prohibited from disagreeing with the Chief Priestess on anything. Doing so could lead to being prompted by the state to recant. If they don't, they would be executed. All Vaks are required by law to worship Hkll-tda and to observe Hkll-tda religious occasions. Only non-Vak expats are exempted from this. Vak groups who never converted to Hkll-tda as a result have been severely oppressed by the state, sometimes to the point of genocide.

    Though not strictly enforced due to how common it is, it is illegal for Vak Priestesses to criticize the political system. When not being enforced, the government often opts to assassinate dissident Priestesses. All media is state owned and the internet (which for a period of time was illegal) is heavily censored to prevent Vaks from posting or accessing anti-government content. Government surveillance drones and hidden microphones are positioned at every street corner to monitor potential dissidents. Those that are caught typically disappear overnight.

    Only in the privacy of their home do Vaks discuss their views and true feelings about the government.
