Five seats is most logical--that way we make tie votes impossible...

Since you have proposed 5 seats from the start, I can interpret it as being "introduced into the Underhusen ... for debate for 2 days." While I can bring it to a vote now, "entitled"?

I'm not sure what you mean by "entitled" by itself. I am sorry if I got on your nerve in any way.

I was referring to a clause in your bill .... I am not exactly sure whether the term can be used in this way and was asking you.

I believe I had seen the usage in previous bills as well, and I had used it in one of my own with no problems, if I recall correctly.
