I hereby request that the sorting bring up a case between me and Govindia, where Govindia has committed an act of aggression against me and has violated WIntreath Law under the Code of Criminal Laws Section 6 subsection 2.

Wintreath Law does not cover IRC.

Secondly, you openly admitted to impersonating an op to harass me and even admitted yourself you were being irritating.

As the government has no jurisdiction of the IRC and external Wintreath properties, I don't see how this case can be valid.

You need to bring your case to administration/chat ops, not the Storting.

That is certainly interesting; that Wintreath does not recognize actions taken in an official IRC, represented by persons of this community. To me if there was, say, harassment going on and you need to use PMs/IRC logs/etc. it certainly wouldn't make much sense as to why you couldn't use those. If the issue is only happening on the IRC then certainly it is recommend to take it with the OPs.
I find the current laws to be rather wanting in satisfaction when it comes to abuse...
Such as the silly procurement that you must complain in X amount of days from the event.
I spose' I should write an amendment/bill as to such. 

In regards that the government doesn't have jurisdiction over the IRC, that was carried over from Spiritus when we drafted the Fundamental Laws and as I understand it is the way that most IRC channels function in NationStates. The sysops and administrators for external areas (IRC, Steam Group, Minecraft, etc) are not part of the government and are only subordinate to the founder only. Thus the government can't order them to do anything as part of any court ruling.

Because I felt that saying that technically you can have a case but the court can't decide anything relevant to IRC wasn't helpful and would only spark more drama. Also, it would raise a number of issues that need to be clarified and should be addressed more comprehensively later on...but even then, a court can't decide anything relevant to IRC.

Besides that, I don't think the real problem in this case is the justice system, but the lack of a clear process or guide for handling altercations that come up in the chat. I wrote the guide today so that users will know what's expected of them and what they're responsible for when they're involved in a heated dispute or altercation. I'm also going to work with our chatops to try to give them more tools and ensure they're comfortable with making decisions/taking action when needed. Then I'm going to try to get a process in for people to request relief from people who habitually spark these disputes in the channel...we have to realize that in many cases this isn't an isolated event, but the same dramas being brought up in the channel repeatedly.

Hopefully I'll do all that right and everyone will be happier for it...the community, the chatops, and myself.
