For my extended Fall term as 2nd Chancellor of the Landsraad, I would like to appoint @Arenado to be my Vice-Chancellor. As the rights of the Vice Chancellor are not declared in the procedural rules, I give him as Vice Chancellor the rights to initialize and close voting times for proposed bills if I as Chancellor have not done so within 24 hours of the formal adoption being motioned by a proposed bill's author.

Why was there no Chancellor election in December alongside the Riksrad elections?
