After receiving clear majority confidence from Parliament, and with His Majesty the King asking me to form a government on his behalf, it is my privilege to come before you as your Prime Minister.
Before I go any further, allow me to introduce my Cabinet. This is a team I believe in, that I have full confidence in, and that I know will do good for the region. They are individuals selected on merit, who come from all parties. This may be a majority BRP government, but more importantly, it is a government for the region. We don't need more politicians in this region, rather we need leaders. I believe these people fit into that category. They are as follows:

I will not be holding the traditional Cabinet meetings, that happen a few time each term, and devolve into useless threads where nothing is achieved. Rather, I will be holding weekly live Cabinet meetings, over Chatzy, that will be open to all citizens. An agenda will be released 24 hours ahead of time, and a weekly date will be established in the coming days. I believe this live, active, and public conversation will be more effective in achieving the collective goals of this government.
This is a historic time in our region's history. We have a new Constitution, a blank legal code, and a clean slate. Now more then ever is it our time to forge our own destiny, push ourselves to reach new heights, and reach heights unknown across the NS world. We've been given a restart, and while the mechanism for doing so was in my opinion unorthodox, we must take advantage of it. This is truly, in every sense of the fraise, a new chapter in our region's history. It is my honor to be your Prime Minister as we embark on this new journey together.
I said this during the campaign, and I will say it again now: I intend to be the people's Prime Minister. I believe my job, first and foremost, is to be a representative of the common man. To champion concerns of the citizenry. My loyalty does not lie to anyone institution. Rather, I plan on being totally responsible, completely beholden to, the people of this region. I am your Prime Minister, your elected leader, and I will not shrink away from those responsibilities.
For our region to thrive, I believe we must remember the traditions that have made us great, but at the same time act with urgency and dedication when it comes to the task of trusting the people with more power. We will never build a region that is self sustaining, that thrives on genuine activity, unless the citizens of this kingdom believe their contributions matter. Unless people know their voice is heard. Unless every single individual knows that they can make a difference. People, all people, deserve to have a home where no matter who they are, they can thrive and succeed. I want to make the Kingdom of Great Britain that home for all who wish to become a citizen here.
My work has already started, by introducing legislation that will require the Prime Minister to answer weekly questions from both MPs and citizens. I believe that the leader of the elected government, of your government, must begin to hold himself to a higher standard. With this legislation, that starts now. In the King's speech, His Majesty laid out a number of my other proposals, many of which are aimed at strengthening our democracy and increasing accountability.
In the coming days the region will see how I plan on bringing that to fruition. But every step of the way, it will, and in my opinion must, be a team effort. The nobility, elected politicians, and all citizens must move forward together. Anything else, and we risk sparking the sort of disunity that can destroy a region even as great as ours.
I love this region, and I love the people here. There are individuals in KGB who I have known for well over 5 years, and I have a history here. So when I say that I take this job seriously, when I say that I am honored to be your Prime Minister, I mean that with the most sincerity imaginable. I am ready to fight, every single day, for a KGB that all of us can be proud of. Will it be easy? Certainly not, but nothing great ever is. What I do know, with confidence, is that this government will not rest until we have achieved our aims. Anything less, and we have failed you.

3. A citizenship applicant may be granted citizenship if:
(a) The official application forum has been correctly filled in.
(b) They have a nation in the Kingdom of Great Britain.
4. Failure to meet any of the above requirements will lead to the citizenship application being declined
5. A applicant has the right to appeal to the courts if their application is declined.
6. The Home Secretary has the power to question any member via PM if they feel that there is something suspicious about their application.
7. The Home Secretary or His Majesty the King must provide valid reasoning in public for a rejected application.
8. In the event of the Home Secretary being unavailable or the king for more than 24 hours then the Prime Minister shall have the power to accept or refuse the application.
9. A citizen may have their citizenship removed if:
(a) They fail to maintain a nation in the Kingdom of Great Britain without informing the Home Office.
(b) They are deemed a security threat following a fair and open court trial.

1. A "treaty" is defined as any legally binding document signed between our region and one or a number of foreign regions.
2. For the purpose of this legislation, "region," includes any recognized foreign entities with the NS world.

[big]1. Deliberations[/big]
a. All deliberations between our region and a foreign government about entering into a treaty must include the monarch and the Prime Minister.
b. The Prime Minister may, at their discretion, also include members of their government into the negotiations with a foreign region.
c. The monarch, if they are unable to attend in person, may send a representative on their behalf to be present at the negotiations.

a. For a treaty with a foreign region to become law, it must be signed both by the monarch and the Prime Minister.
[big]3. Review Period[/big]
a. A period of review will be provided for all treaties with foreign regions after they've been signed.
b. This period will last 10 days, and begin immediately after signing.
c. During this period, the House of Lords may at their discretion choose to review the treaty. The review will consist of an examination of the treaty, a debate on the treaty, and then a vote to confirm or deny the treaty.
d. If the House of Lords votes to deny the treaty, then the treaty is voided.
e. The monarch has the power to override a denial vote in the House of Lords by issuing an imperial decree.

a. This act will become law immediately upon receiving the signature of the monarch.

Section C - The Constitution is the supreme law of the land, and supersedes all others with the exception of Imperial Decree.2.
Section O - The conclusion of an international treaty which contains stipulations contrary to the Constitution shall require a prior constitutional revision.3.
2. Either of the Houses may request the Supreme Court to declare whether or not such a contradiction exists.
12. TM shall have the right to grant Royal Assent or give absolute veto on all Acts, Constitutional Amendments, or treaties that change the powers of the monarchy.4.
Section - E5.
1. Their Majesty's accredits ambassadors and other diplomatic representatives. Foreign representatives in The Kingdom of Great Britain are accredited before him/her.
2. It is incumbent on TM to express the consent of the State to obligate itself internationally through treaties in conformity with the Constitution and the laws.
4. The House of Lords shall serve as the Sovereigns House within the Parliament and has the exclusive rights to:6.
(A) Draft, discuss, amend, and vote on bills proposed by members of the House of Lords.
(B) Review, vote and amend Bills and Acts of Parliament passed by the HoC.
(C) To Suspend a Lord from Parliament with the consent of the Monarch
(D) To have Appellate Jurisdiction in cases of Governmental Impeachment
(E) To Confirm or Deny appointments of the Monarch to the Judiciary by majority vote, and their removal by 2/3rds absolute majority.
(F) Recommend bills and acts of Parliament to the HoC
(G) Any other granted by the laws of the Realm.
3. The House of Commons as the governing body of Parliament has the exclusive rights to:7.
(A) Draft, discuss, amend and vote on Bills and Acts of Parliament.
(B) Hold Votes of No Confidence against the Prime Minister. Should it pass with a majority of 2/3 of total MPs, the Government will be dissolved and General Elections will be called.
(C) Hold Votes of No Confidence against Cabinet Ministers.
(D) Create or Dissolve Commons' Investigative Committees,
(E) Organize its own parliamentary procedure if necessary,
(F) Remove Members of Parliament who have been inactive for 7 days or more without previous notification,
(G) Any other granted by the laws of the Realm.
Section E - The Prime Minister has the power to:
1. Create or abolish ministries;
2. Appoint and dismiss cabinet members;
3. Take control of a ministry and resume the duties of an absent or otherwise incapable Secretary, until a suitable replacement can be found.
4. Recommend judicial appointments to the Crown
5. Appoint a government representative for cases before the Supreme Court

I looked up Kvatch's request for assistance, which is apparently made "so that both of our militaries may march together against defenderdom." That raises some eyebrows, considering that Wintreath is a defender region. :P
The Kingdom of Great Britain would like to unreservedly apologise for our offensive and unacceptable behaviour towards The Land of Kings and Emperors. We seek forgiveness from the Crown and people of the LKE.
In a vain effort to spite the LKE, we participated in a raid of Kantrias. Due to the intervention of Albion, Europeia and the LKE, we were defeated before we even took the region. Kantrias has a rich history as an Imperialist region and we should have respected that. Instead, spite led us to invade a region that should have held a place of friendship in our hearts. We are here to apologize for this action. It was a foolish thing for us to do and now, in hindsight, we realize this. We shall never repeat this blunder.
In the heat of our campaign against the LKE, we tried to appeal to members of the LKE to leave their region by offering these individuals places within our regional government. No LKE citizens accepted these enticements, but such crude attempts at bribery cheapened our region. They also constituted a direct insult to the sovereignty of the LKE. Our actions were outrageous and we apologize. Excepting the failed invasion of Kantrias, this was the most serious of all our actions. We truly can’t explain how we sunk to this level.
Furthermore, we would like to take the opportunity to apologize for many disrespectful and malevolent statements directed towards the LKE by members of our government following our exit from the Congress of Sovereigns. The details of these statements were inaccurate and we should never have tried to undermine the LKE in this way. It was unprofessional for our government to act in such a manner. We apologize for what we have said.
We would also like to sincerely apologise for our treatment of Cornelius Talleyrand and Theoden Sebastian after our relations deteriorated with the LKE. In the heat of the moment, we revoked the accesses of Cornelius Talleyrand, previously our Prince Royal, to all forums on our board and stripped Theoden Sebastian of his membership in the House of Lords. We did this solely because of their general association with the LKE rather than due to any specific actions performed by them. This was petty and ungrateful. It also contrasted starkly with how the LKE treated dual citizens with senior positions in KGB.
Overall, we mishandled the situation before and after our departure from the Congress of Sovereigns in its entirety. It is embarrassing to our region that we acted in this way. More than anything else, our misguided actions damaged our own region’s standing in both the Imperialist sphere and the wider world. Moving forward, we condemn our previous misdeeds in the hope of rebuilding the relations that we unjustifiably damaged.

(LONDON- 14 MAY 2019) - Speaker Aelita Venzalor (IND- Carlow-Kilkenny) has resigned from the Speaker’s Chair and her Irish seat, citing her acceptance of “the office of the Stewardship of the Manor of Northstead” and that she “no longer has the passion for the work that [she] did when [she] came in” to the region. The resignation was announced after a series of controversy between her and the Assembly Chairwoman and her allies in the House of Commons.
The conflict began after two separate proposals related to the Mock Parliament Act were drafted in the Commons and Assembly. The House shortly issued a summons to allow the Chairwoman to discuss the legislation with the rest of the MPs to build a proposal, but the summons was rejected. After the Crown Delegate and Assembly Chairwoman refused to comply with the summons issued by the Speaker on behalf of the Commons, believing the summons to be “unnecessary”. In response to the refusal, Venzalor and Deputy Speaker Arthur Grey (FEP-Grey) issued a joint statement expressing concern over the constitutionality of the Mock Parliament Act with the popular initiative clause of the Constitution, and stated that all proposals will be ignored. Venzalor was later overheard saying to a colleague that “the Chair refusing a summons of the Commons on matters related to the Assembly serious flouts our authority” and that she “will not present any governance law passed by the CA given the circumstances”.
During a press conference with Prime Minister Henry Norfolk, the BBC asked about his views on the joint statement:
”I was extremely disappointed in the statement released by the Speaker and Deputy Speaker of the House. There are various ways to handle disagreements and squabbles and that statement was in my view clearly not the proper one. As the regional Parliament, it is our duty to work with the Citizen’s Assembly on matters that affect it, after all, it is composed of our regional citizens, the people who we answer to and are held accountable to. In regards to the statement by the Father of the House, I believe he laid out the perfect way forward. Together as MPs we must listen to those who post comments in the Strangers Gallery and work together as one region to create the progress we wish to see.”
Frustrated with the conflict between the lower House of Commons and Citizens’ Assembly, a resolution of intent to block all legislation related to the CA from the two bodies was proposed by Lord Carlisle, who is Speaker Venzalor’s predecessor. The resolution expressed discouragement and concern over the impasse between the Speaker and Chairwoman and recognized that Parliament can make changes to the Mock Parliament Act “as it sees fit”, but emphasized that the propriety of making changes with the consultation of the Assembly must be regulated by “social convention”. The resolution would have forced the Commons and Chairwoman to work together by blocking legislation related to the assembly until a consensus proposal was made between the entities, and there was even consideration to block any legislation altogether until the issue of the CA was resolved. During the discussion, the Marquess of Westminster and Lord Advocate Juris Lancaster reviewed and corrected the constitutional concerns from the joint statement. The resolution would have likely passed, but Lord Carlisle withdrew the resolution for the time being.
After the release of the joint statement, Alistair Stuart (FEP-Paris), who is considered one of Chairwoman Norfolk’s allies in the Commons, released his own statement lamenting that the Commons “has been a state of rapid decline” since the rise of Venzalor after resignation of former Speaker Edward Stuart; and bemoaned the “lack of legal understanding” from the Speaker, and that the Lords had “lost faith” through its proposed resolution in the “laughing stock” Commons to perform well for its constituents.
“The MP for Paris seems to be trying to imply that we lost faith in the Commons solely because of the Speaker,” one anonymous Lord told the BBC, “The conflict is shared with the Chairwoman and other MPs including himself, so Alistair has no room to blame the Speaker. He doesn’t speak for us.”
The BBC was also able to reach out to the Speaker and her Deputy. Deputy Speaker Grey told the BBC that the entire situation has been “overblown and overstated from the beginning”. When the BBC reached out to the Speaker about the statement and its timing, she told us that her and the Deputy Speaker “took the best action we could with the information we had” and that the step was necessary after the Chairwoman “refused to come to the table”; the BBC has also verified that the statement was the Deputy Speaker’s idea.
Before Venzalor’s resignation, the Assembly passed a repeal and replace bill to the Speaker’s Office, in which the Chairwoman thanked the MPs of Paris and Grey for assisting in the discussions. With the Irish seat now filled by Reece Saint-Pierre and the Chairwoman now having an ally in Alistair Stuart as the new Speaker, the Citizens’ Assembly Act is seen as a consensus proposal between the Chair and the Commons and is set to pass the House. The aging King Henry IX made a rare public appearance Saturday for a visit to the Ministry for Culture, Media, and Sport in London, where he was greeted by Culture Secretary Arthur Grey, MP for Grey. His Majesty did not make any remarks to the media waiting outside per royal protocol, but a spokesperson for the Culture Secretary told the BBC "His Majesty was very interested in the operations of the Regional Roleplay Committee and the Easter festival planning with the NS United Kingdom and congratulated the Secretary for his excellent work so far."
On Sunday, His Majesty was joined by various members of the Royal Family for the Easter Service at St. Margaret's Chapel in Edinburgh. The Prince of Wales, Prince Royal, Duke of Clarence and Aquitaine, Marquess of Westminster, and Earl of Carlisle were able to get away from the House of Lords business in London to join the King in listening to the Easter message of Archbishop of Canterbury Albert Stuart. The Royal Regiment of Scotland and a Celtic singer treated the royals and the waiting crowd to a rendition of Mo Ghile Mear and Auld Lang Syne outside of the chapel. Built under the reign of King David I of Scotland in the 12th century, the tiny chapel is one of the oldest surviving buildings in Edinburgh on the site of the Castle. The Royal Family recently committed £1.2 million to its renovation after it fell to disuse, and they intend to use the chapel during their visits to Scotland in recognition of the historic Scottish roots of the Royal House of Stuart.

This energy resulted in 10 bills being discussed in the Assembly. Within those 10 bills, some received assent, others were denied assent, and others failed at the vote. We averaged between 5 and 10 people voting on the proposals, which is the highest average we have seen at least within the last year.
The Assembly, however, was not without controversy as disagreement regarding the Assembly ensued between the Chair and the then Speaker of the House of Commons.
In the end, Commons worked with the Assembly in pushing a governance bill to Commons, which has since been waiting for deliberation by the House of Lords.
The most anticipated assented bills include the bills on residencies and businesses. Another highly anticipated bill included a shoe-throwing budget for the Chair, which was denied assent due to the Crown Delegate not receiving funds in said bill.

This Pact, which is the first agreement to be signed between KoGB and another British region since over a year ago when a treaty with The Britannian Kingdom was signed into law. Further relations between the UK and KoGB are projected to occur within the next few months as both regions prepare for their respective new governments.
The Pact was quickly followed up an Easter Festival which brought much merriment and joy to both sides. With our outgoing PM, Henry Norfolk now serving as the PM of United Kingdom there is sure to be more cooperation in the future. A toast to our friends in UK!

I, for one, am glad to see the growth of the Great Potatoe Faith.
The Kingdom of Great Britain’s 44th Parliament, specifically its House of Commons, can be said to have started off with a bang but over time has just seared down to embers.This sounds a lot like our Underhusen sessions. A shame we can't just dissolve the Underhusen and start fresh when it happens. :P
