Sadly, Varselius only does exchanges for Pan-Pans, seeing as: We hope to encourage nations to do business with Varselius.

We can just print out more Pan-Pans if we need to make more, and the prices listed above are conveniently outdated and inflated. Varselius is not a nice place.
