..What is the drop down bar thats on the top right when I look at peoples profiles? It says 'select task' and 'citizenize'.

The Citizenize tool is what allows the Cabinet to mask people as when they apply. You select Citizenize, put in the name of their nation, and assuming the nation exists and is in the region it will mask them as a Citizen and set their nation to that.
