I don't know which one is better, not something I think about, I always just go with whatever I think the country/leader I chose would go for. Seems like it would be boring to pick the same options every time anyway.
But I don't really play competitively, just for fun, so that's probably why that works okay, I think I've put in a few hundred hours into that game without even touching multiplayer.
