For clarification the goal of this act is to allow members who do not currently have a nationstates nation in the region or at all to retain citizenship.

Expansion of Citizenship Amendment Act

Title
1) This act shall be titled as the Expansion of Citizenship Amendment Act.

Amendments and Additions
2) The Citizenship and Demonym Act shall be amended to add section 6, which shall read as follows:

6. Expansion of Citizenship
  6.1 The requirement of a citizenship nation, noted in section 2.2 of this act, can be waived without granting Paragon status as stated in section 3.
  6.2 This exemption may be issued or repealed by either the Monarch or Storting.

This is open for members of the Underhusen to discuss.

I think that it makes sense as an act, as long as there's some caveat so every citizen doesn't remain a citizen forever even if they don't go onto the forums.  Perhaps it should be a combination of a nation CTE'ing and 30-plus days of inactivity on the forums without telling everyone.

Due to my obvious conflict of interest, I will not be commenting, but observing.

There could also be a post/length of time requirement as well.  For instance, someone who just joined a week ago and went inactive wouldn't keep it, whereas someone who joined a year ago and is steadily active should be able to should their nation CTE.

I think that if it happened at all, it would be better handled on a case-by-case basis, much like the Paragon masking.

In that sense then, it'd be more about expanding the giving of paragon status since essentially it's giving permanent citizenship status to select members.

I seem to recall suggesting a similar idea that didn't get much support.

That would change it for every member that pops in, new and old.  I think this would just be something so older members like myself or Laurentus wouldn't have to worry about losing citizenship if we choose to CTE since we've more than established ourselves within the region.

And no, it should be made clear that it does not put such a citizen on equal footing with a Paragon. I liked Robin's suggestion, and think it should be added as a requirement, already differentiating it quite a bit from the Paragon status.

Also, my objections in that other thread Wintermoot mentioned still stand. I don't think a citizen who retains his citizenship this way should be allowed to serve in the cabinet.

Why should the right to remain a Citizen without a nation be reserved to older members, so long as they continue to be active in the community? I suppose that's what I'm not getting here.

That's something you'll have to figure out for yourself.

Well, if I'm figuring it out for myself, then I think that it would be wrong to reserve such a right to older members. I think that such a right should be extended to all members who continue to be active, as I originally proposed. Reserving it for only certain Citizens smacks of elitism.

And you could be right.

However, it could also be seen as a reward for years of service.

I wouldn't call it elitism, as anyone who is active for a period of time would qualify.  But at the same time I don't agree with someone being active for a week having permanent citizenship should they choose like many to never come back.  Whereas after a year or even a few months, they've more than earned it because they've shown that they really want to be here.

It's not elitism, as I said it's establishing one's self and earning that permanent residency.

I think that at present, we don't really have a balance in our rewards either. The commendation exists, but there's no real tangible reward. And as has been established, Paragon status is only reserved for those extraordinary members who we don't anticipate will return soon after they've CTE'd and drifted apart from the community.

This could be the answer, but with some restrictions to make it clear normal citizenship would be preferable.
