    I just got confused by seeing a nation without someone using it. Maybe a higher rank person such as Wintermoot since he is the Monarch of Wintreath... not sure if he's into RP though...

    It should be fine, provided that they make it clear that it's an alternative account and that they don't attempt to apply for Citizenship on both accounts.
